The size of family mortgage loans is proposed to be increased. An appeal with such a request to the head of the Cabinet of Ministers, Mikhail Mishustin, was sent by deputies of the State Duma. In Moscow and St. Petersburg, Moscow and Leningrad regions, its size is proposed to increase from 12 to 18 million rubles, and in other regions - from 6 to 9 million. In the ONF, "Business Russia" and DOM.RF initiative supports - the market value does not meet the limits. At the same time, experts believe that the increase in the size of the soft loan may lead to a new rise in prices for new buildings.

What housing will be possible to take on a family mortgage

In Russia offer to increase the size of the loan on the family mortgage. Such an appeal to the Chairman of the Government Mikhail Mishustin sent a group of deputies headed by the first Deputy Chairman of the State Duma Committee on construction and housing and communal services Vladimir Koshelev.

"The state program of preferential housing lending "Family Mortgage" has been in effect since 2018. Over the past six years, this tool has proved its unconditional effectiveness. However, under the current conditions, the program requires adjustment in accordance with the difficult economic situation," reads the document, which is at the disposal of Izvestia.

It notes that the situation is aggravated by the growth of the key rate of the Central Bank and in connection with this increasing cost of real estate.

Therefore, the deputies propose to increase the maximum loan amount for all regions for apartments with an area of more than 60 square meters. meters. meters. For example, for Moscow, St. Petersburg, Moscow and Leningrad regions - from 12 to 18 million rubles, and for the rest of the subjects - from 6 to 9 million.

"According to the results of numerous sociological studies, about 67% of families with children would buy exactly such housing if they had the opportunity," the deputies said in the letter.

As reported in the Ministry of Finance on November 26, the total limit on the "Family Mortgage" program for next year will be increased by Br2.4 trillion. At the same time, according to the draft federal budget for 2025, it was initially planned to spend only Br1.5 trillion for these purposes.

- Over the past six years, real estate prices in Russia have increased significantly. At the same time, the size of the family mortgage loan has not changed since the launch of the preferential program. Therefore, we believe it is necessary to revise it today, especially since the solution of the housing issue directly affects demography," Vladimir Koshelev explained to Izvestia.

According to another author of the appeal, the head of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov, today families with children can not choose for themselves an apartment with a suitable area, because the size of the mortgage loan is limited, and real estate prices are increasing.

"Izvestia" sent requests to the Ministry of Construction to comment on the prospects of supporting the proposal of the deputies, as well as the largest developers and banks.

A source in the Cabinet of Ministers said that the deputies' appeal had been received by the government.

Mikhail Goldberg, head of the analytical center of DOM.RF, told Izvestia that today the structure of housing under construction does not meet the needs of families.

- About half of the apartments under construction are one-room apartments, and less than 15% are three-room apartments and more. Developers need motivation to change the apartment structure and increase the volume of large-sized housing. In this regard, we have previously submitted for discussion a number of proposals to modify the "Family Mortgage", for example, in terms of limiting the use of preferential mortgage programs for small-sized apartments, reducing the size of the mortgage rate for families when buying housing large area or increase the amount of credit when buying an apartment with an area of more than 60 square meters, - said Mikhail Goldberg .

At the same time, he noted that given the significant increase in the key rate of the Central Bank, which is now 21%, it is necessary to understand the budgetary constraints on the financing of the preferential mortgage program.

Given the current economic realities and rising housing prices, the initiative of the State Duma deputies to adjust the family mortgage is a timely and necessary measure of support for Russian families, said Ekaterina Nikitina, a member of the Business Russia Committee on Construction.

She noted that increasing the maximum loan amount will allow large families not only to improve their housing conditions, but also to create a more comfortable and spacious environment for raising children. Support for large families through an increase in the loan amount under the "Family Mortgage" creates additional incentives for young people to start a family and have children, which in turn will have a positive impact on the demographic situation in the country, the expert said.

According to the head of the Guild of Realtors of Moscow Andrei Bannikov, the idea to increase the size of the loan on the family mortgage is good, but the problem is the lack of funds for this mortgage in principle. Those limits, which today on it provides the Ministry of Finance, quickly enough dissipate. Banks one after another announce that they are running out of these favorable funds, the expert noted. At the same time, the family mortgage is a very useful mechanism in terms of increasing demand for new buildings, as well as social support of families by the state, the expert added.

- But we should not forget that at the moment, we are talking about a loan that is very far from market conditions. And if there is a non-market element in the sales system - such as financing transactions, the price for such a product will never be market, that is, the longer the family mortgage will last, even with such increased loan amounts, the further from the real market prices for new buildings will be,- explained the representative of the business.

According to him, eventually the same families will have to buy these apartments at a higher price per square meter, even at a reduced loan rate. It is far from certain that this will improve their well-being and will somehow significantly improve conditions without compromising the quality of life of the family. Therefore, perhaps at this stage one of the best solutions would be to minimize the interference of various subsidy programs in the economics of housing construction, the expert summarized.
