In early October, the dollar exchange rate on the over—the-counter market may be in the range of 82-87 rubles, the euro - 94-100 rubles. The yuan will trade in the range of 12.20–12.95 rubles on the stock exchange. This was stated on September 28 by "Izvestia" Andrey Loboda, a member of the RASO and the expert council of the Association of Forex Dealers on the development of the over-the-counter financial market.

The Central Bank of Russia has set official exchange rates for September 19: dollar — 84.3 rubles, euro — 95.8 rubles, yuan — 12.5 rubles. According to the Moscow Stock Exchange, on September 28, the yuan exchange rate was at about 12.5 rubles.

"The outgoing September provided significant support to the ruble. After the summer strengthening of the world's leading currencies against the Russian one, the foreign exchange market has stabilized since mid-September, with over-the-counter dollar trading mainly in the range of 84-86 rubles. The key drivers of the ruble's recovery were rising oil prices and other categories of Russian exports, a reduction in purchases of foreign currency under the budget rule, as well as a pause in reducing the key interest rate and keeping it at 14%," the expert explained.

Loboda believes that continuing high oil prices may provide additional support to the ruble in early October. The price of the Russian Urals export grade is unlikely to fall below $90 per barrel in the coming week.

At the same time, the expert noted the attractiveness of the Russian currency as a profitable investment instrument. According to him, while maintaining the baseline scenario, the situation in the foreign exchange market will remain stable, despite the high demand for foreign currency from importers.

The tax period may also provide short-term support for the ruble. Its peak falls on September 28, when companies transfer VAT, mineral extraction tax, personal income tax, insurance premiums, excise taxes and income tax to the budget. This usually increases the supply of foreign currency in the domestic market and may temporarily strengthen the ruble's position.

However, Loboda stressed that the impact of the tax period is short-term and does not indicate a long-term strengthening of the Russian currency.

At the same time, fundamental factors remain risks for the ruble until the end of the year. Among them, the expert named the geopolitical situation, the state of public debt, the budget deficit and the possible adjustment of the oil cut-off price within the framework of the budget mechanism. In his opinion, these structural imbalances may have a more significant impact on the exchange rate in the long term.

Yelena Marchuk, Deputy Chairman of the Board of "National Savings Bank" JSC, said on May 26 that sharp fluctuations in exchange rates in recent years have changed the behavior of private investors, as attempts to choose the right moment to buy dollars or euros are increasingly unsuccessful. The expert noted that the exchange rates are simultaneously influenced by oil prices, the policy of the Central Bank, sanctions and the expectations of the population.
