The geopolitical instability of recent years has led to a "turn to the East," which has significantly shifted the focus of attention to the Arctic, which has made the development of this zone one of the strategic objectives of the state. An important condition for its implementation is the development of the Transarctic Transport Corridor, which is a multimodal route combining sea and land transportation. Construction of the century

Most of the transport arteries providing global trade are now under the direct or indirect influence of the United States and its allies. The geopolitical storms of recent years have brought to the fore the need to find new, more sustainable routes. Under these conditions, the Northern Sea Route, which is part of a more global project to create a Transarctic transport corridor, has gained strategic importance for Russia.

The TTK is a route connecting the eastern and western parts of Russia via the northern seas and land roads. The length of its marine part, which includes the Northern Sea Route, is approximately 14 thousand km. Another 10 thousand km is accounted for by the onshore infrastructure, which includes railways (Arctic Landfill, Northern Railway) and highways, as well as inland waterways (Lena, Yenisei, Ob rivers).

The successful creation of this transport corridor can become the foundation for strengthening Russia's geopolitical influence on the global stage through unhindered access to the World Ocean and strengthening international trade relations.

The starting point for the rebranding of the idea of the Great Northern Sea Route into a more ambitious TTK project was the speech of Russian President Vladimir Putin at the International Arctic Forum in Murmansk in March 2025. In his speech, the head of state called this route a strategic project, the result of which will be a multimodal corridor from the Baltic to the Pacific Ocean.

It is assumed that the TTC will allow for the transit of goods between Europe and Asia with minimal time and resources. In particular, in comparison with the transport corridors passing through the Suez Canal, the TTK, according to researchers at the Institute of Europe of the Russian Academy of Sciences, reduces the route by 30-40%. The journey from Shanghai to Hamburg via this transport artery takes about 20 days, compared with 30-35 days via the Suez Canal.

The TTK plays a key role in developing the investment potential of the Arctic, the press service of the Ministry of Regional Development of the Russian Federation said in an interview with Izvestia.

— This is the most efficient logistics route for the sale of products produced in the Arctic zone of Russia and the Far East, including for export. The Transarctic transport corridor allows for its transportation to the main consumers with the least time and economic costs," the ministry explained.

An attractive route

According to the plans of the authorities, freight traffic through the TTC should reach 109 million tons by 2030. The basis of the cargo base is formed by large Russian companies such as Novatek and Rosneft, which supply energy resources, Norilsk Nickel, which exports nickel, copper and platinum, as well as Russian Platinum and Severnaya Zvezda, which mine and transport precious metals and coal.

Most of the companies forming the cargo base, as noted earlier by the Minister of Transport of the Russian Federation Andrey Nikitin, already take into account the TTK in their strategic plans, because "everyone understands that this is one of the very reliable and safe routes."

However, not only Russian, but also transit cargoes are transported along the NSR. Last year, according to Nikitin, companies from China carried several shipments along this route to Hamburg. This year, according to the plan, several more projects will be implemented.

In general, a roadmap has already been signed between China and Russia to achieve the target cargo flow of 20 million tons by 2030, the Ministry of Regional Development told Izvestia. The document is a joint action plan for the formation of a cargo base, the provision of icebreaking escort services, the establishment of cooperation in the field of shipbuilding and ship repair, the development of port and transshipment infrastructure, as well as ensuring the safety of navigation.

According to the agency, discussions are underway on supplies under the TTC with India. Within the framework of the relevant working group, the parties have completed the justification of the target cargo flow, its volume will amount to 5 million tons by 2030. This indicator is planned to be fixed in the intergovernmental memorandum of understanding on the development of cooperation in the maritime transportation of goods in the waters of the NSR.

The possibility of creating a joint working body to coordinate cooperation on the Northern Sea Route and with the Republic of Korea is being explored. The pilot flight of the Korean carrier on the route may take place as early as this year.

The implementation of the Northern Sea Transit Corridor project is also continuing on the basis of the International Container Logistics LLC joint venture with DW World (UAE), the ministry added. An investment solution is currently being prepared, which will allow us to proceed to the stage of building the infrastructure of the project.

In addition, Indonesia and Vietnam are among the potential development partners of the NSR. They are working with them through diplomatic channels.

Investing in the future

It is quite obvious that such an ambitious project requires significant funding. The authorities largely plan to solve this issue by attracting investors, including foreign ones. In particular, in early June, Vladimir Putin instructed the government, together with the Maritime Board and the State Council Commission on the Northern Sea Route and the Arctic, to consider the creation of international consortia for the development of ports, logistics centers and the TTK infrastructure.

In addition, the responsible authorities will have to form a list of measures, determine the sequence and mechanisms of their implementation, as well as develop financial, economic and organizational models for the development of the Arctic zone and the transport artery passing through it.

In the process of forming a financial and economic model, key tasks will have to be solved to provide, among others, the necessary icebreaking fleet with competitive tariffs, a cargo fleet with expanded production capabilities of domestic shipyards, a dredging fleet, a satellite constellation and rescue infrastructure, the Ministry of Regional Development noted. This requires an analysis of the prospective cargo base, the development of necessary regulatory acts and the definition of public-private partnership formats.

In general, the TTK base, as Andrei Nikitin noted in early June, will be formed by 2030. It is expected that the grouping of nuclear icebreakers (including the Stalingrad under construction) will grow to 11 units by this period. In total, 97 ice-class vessels will be required to provide a cargo base by 2030.

"In 2031-2035, we expect the expansion of year—round navigation for Arc7 class vessels, and from 2036, the sustainable operation of year—round transit," the head of the Ministry of Transport added.

Attract and retain

At the same time, the development of the TTC is expected to contribute to the achievement of another important goal of the state — the development of the Arctic zone. Every year, the Arctic forms a significant share of the country's GDP, although estimates vary significantly — from 6 to 15%, says Roman Zhilin, a junior researcher at the European Security Department of the Institute of Europe of the Russian Academy of Sciences, head of the Arctic Community association of young researchers. Transportation remains one of the most serious problems in this area. According to the expert, initiatives within the framework of the TTC are primarily aimed at overcoming these limitations.

"This is a signal to rethink approaches to strategic planning, taking into account the integration of the entire transport system, which can become a driving factor for the development of industry," the Izvestia interlocutor emphasizes.

The implementation of large-scale investment projects in key sectors of the economy related to the development of the TTC will create a multiplier effect for the Russian industry, the Ministry of Regional Development is convinced. These projects stimulate the emergence of new production chains and strengthen the technological sovereignty of the country.

The complexity of the TTK project creates additional development opportunities for all related industries and activities, confirms Tatiana Kulakova, Director of the Institute of Transport Economics and Transport Policy at the Faculty of Urban and Regional Development at the National Research University Higher School of Economics.

"For example, to implement the project, it will be necessary to increase the production of building materials and metal, which will eventually lead to an increase in GDP and employment," she expects.

Thanks to the Transarctic transport Corridor, thousands of jobs will be created, not only in ports and on ships, but also in related industries: shipbuilding, energy, geological exploration, as well as in the field of small and medium-sized businesses, according to the Ministry of Regional Development. Thus, the development of the TTC will directly affect the quality of life of more than 3 million residents of the Arctic regions and territories of the Far North.

The TTK project is complex in nature, which provides for the modernization of a large number of social facilities and communal infrastructure, says Tatiana Kulakova. New solutions for construction and architecture in the Arctic are also being proposed, for example, energy-efficient houses in Yakutia. In other words, we are talking not only about increasing the number of jobs, but also about improving the quality of life.

This really increases the attractiveness of the region for living and working, but people's interest in it remains low, largely due to the climatic conditions, Roman Zhilin draws attention. Therefore, it is not necessary to artificially stimulate relocation to the Arctic — it is necessary to create conditions and act in accordance with market mechanisms. And this takes time, given that Arctic projects usually have a long implementation cycle.

It is important that the emergence of the Transarctic Transport Corridor will have a positive impact on the development of northern import (the supply of vital goods to the regions of the Far North and equivalent territories). It is expected that this route will make the provision of fuel, food and construction materials to the Arctic regions more sustainable, which is critical for their development.

— The quality of life will increase with the implementation of the master plans being developed. We can say that this project implements the concept of "development corridors" through attracting investments, — says Tatiana Kulakova.

Obstacle Race

However, there are also a number of challenges that need to be taken into account when developing the TTC. One of the main problems is difficulties with navigation due to the ice cover that persists along a significant part of the sea route for most of the year. The hydrogeographic features of the Arctic seas impose additional restrictions — shallow water areas and narrow straits (for example, Sannikov) prevent large-tonnage vessels from sailing. At the same time, the issue of the shortage of rescue vessels on the NSR is also acute (in 2025, only eight units were operated instead of the required 54).

There are also geopolitical challenges associated with active competition in the Arctic. The USA, China and Canada are developing their own routes in this zone. At the same time, anti-Russian sanctions restrict Russia's access to advanced technologies, which makes it difficult to modernize ports and fleets and implement shipbuilding projects.

At the same time, it is not so easy to come to an agreement with a business. Logistics companies are primarily guided by the principles of profitability and profit, recalls Roman Zhilin. In the absence of these conditions, significant traffic redirection makes no economic sense, so the long-term goal is not to develop the Arctic at any cost, but to increase its market attractiveness, which is difficult to achieve in the short term.

— Despite the geopolitical difficulties, traditional routes have a high degree of predictability, which cannot yet be fully said about the Arctic. The sanctions policy also complicates the situation for large companies," the expert clarifies.

It is also important to take into account that although Russia emphasizes its openness to constructive international cooperation in the development of the Arctic, the issue of ensuring sovereignty in this territory is of key importance. Therefore, a special role in planning the development of the TTK is played by the diversification of partners, reliance on domestic investments and a realistic assessment of the level of interest of foreign countries and companies, the Izvestia interlocutor points out.

However, according to Tatyana Kulakova, the existing geopolitical risks are not too critical, since only friendly countries are involved in the development of the TTC. At the same time, the mere participation of other states in the creation of a new transport corridor only strengthens Russia's leadership in the development of the Arctic.
