The Federal Treasury switched from the American Oracle Database management System (DBMS) to domestic solutions under the import substitution program. This was announced on June 3 by the head of the department, Roman Artyukhin, in the Izvestia studio at the St. Petersburg International Economic Forum (SPIEF-2026).
"This is our huge project that we are doing together with Russian import substitution companies. Oracle is a system that Treasury has been working on for over a decade. <...> Our developers show the highest level of competence and successfully solve such tasks," he said.
Artyukhin explained that Oracle remained the main system for treasury operations for many years. Since the 2010s, it has been a platform for all financial transactions, from the movement of budget funds to making appropriate commitments and making required cash payments.
As the head of the Treasury added, it was about a huge global system, the "general ledger" of the Russian budget system, on the pages of which all transactions and ongoing management processes were recorded. That is why replacing such a tool, which provided the work of the largest corporations, is a very difficult process.
Despite this, the transition is already underway successfully. It takes place in accordance with the schedule, which was approved by representatives of the Ministry of Finance of Russia. The innovations already introduced affect not only the accounting system of transactions, but also accounting services, payment mechanisms, as well as the work of numerous industry subsystems of the Federal Treasury.
As a result of what is happening, domestic developers, as Artyukhin clarified, had to take on all the tasks that had previously been performed by a whole staff of leading international experts. He stressed that domestic specialists were able to confirm a high level of professionalism and the ability to create solutions for critical government infrastructure.
On May 18, Russian Prime Minister Mikhail Mishustin said that Russian production had switched to domestic software in 90% of cases. He called the result a good indicator, but noted that there are still areas in the country where work needs to be done in this direction.
According to Mishustin, Russian systems and products are currently used in aviation, engine and shipbuilding, geological exploration, ecology, electric power industry, oil and gas and petrochemical industries, as well as in subsurface use.
