Forecasters are not responsible for incorrect public weather forecasts, as these scenarios are probabilistic. Evgeny Masharov, a member of the commission of the Public Chamber of the Russian Federation for the public examination of draft laws and other regulations, told about this on June 1.
"Weather forecasters are not responsible if they make an incorrect public forecast, as such data is probabilistic," he told TASS.
However, according to him, if the forecast is provided for specific organizations, such as airports or airlines, responsibility comes.
"If it is proved that the weather forecaster acted negligently — violated the working methods, deadlines for issuing or updating the forecast, did not control its quality, and this led to losses, civil liability may arise," the expert said.
According to the Hydrometeorological Center of the Russian Federation, accurate forecasts can be made for a maximum of five days, the most accurate prediction is for three days. To prepare a forecast for a couple of days in advance, you need to have weather data for an area of several thousand kilometers, and for a week — about the weather all over the globe. At the same time, the observation network remains sparse, and the observation data contains errors. Modern automated technologies are not able to predict some weather events.
Alexander Shuvalov, head of the Meteo forecasting center, predicted on May 22 that snowless winters in the central regions of Russia would not be a permanent phenomenon, but in the coming years the duration of the traditional Russian winter would noticeably decrease. Such changes may become noticeable within the next five years. However, despite the shorter winter, heavy snowfalls and frosty weather will still be possible.
