State Duma deputies have withdrawn a draft law that was supposed to oblige car manufacturers to provide organizations involved in vehicle repair and maintenance with all information about standards, rules and procedures for maintenance. This is reported on the website of the lower house of parliament.
The bill proposed changes to the federal law on Road Safety. As noted in the explanatory note, the law stipulates that manufacturers must establish standards, rules and procedures for maintenance and repair, taking into account their operation, but does not oblige to communicate this information to organizations involved in car repair and maintenance.
"In cooperation with automakers from Western countries, as well as Japan and South Korea, this legislative omission was offset by the established commercial practices in these countries, but it was made relevant by the intensification of cooperation with China, whose commercial practice does not imply automatic transfer of documentation, even for repairs and maintenance," the explanatory note says.
The authors of the bill are deputies Mikhail Delyagin and Valery Gartung, it was submitted to the State Duma in July last year. It is indicated that the bill was withdrawn from consideration due to the withdrawal of the subject of the right of legislative initiative. The reasons are not specified.
The day before, a decree came into force changing the procedure for conducting and passing exams for obtaining a driver's license. In particular, the time limits during which graduates of driving schools are allowed to take the driver's license exams have changed.
