The repair of AvtoVAZ and Porsche models that received the same damage in an accident (excluding the spare parts themselves) will be paid for in the same way, Izvestia found out. According to the official price guides, on the basis of which the amount of compensation for avtograzhdanka is calculated, the cost of a standard repair hour is the same for both Lada and German sports cars. At the same time, the prices for the restoration of Chinese cars are higher than for most "Europeans" and "Koreans". A Porsche for the price of a Lada

Repair work on Lada and Porsche damaged in an accident will cost the same amount for CTP. Izvestia found out this by analyzing information on the average cost of a standard hour (Moscow region, data as of May 4, 2026) posted on the official website of the Russian Union of Motor Insurers (RSA). The so-called "price guides" include the amount of 900 rubles per standard hour not only for Lada and Porsche, but also for Land Rover, Infiniti, Haval, Tank, Jetour, Cadillac, Jaecoo, Jeep, Dodge, Honda, Opel, Citroen and Volvo models.

A little cheaper, according to official data, is an hour of repair for Xcite, Moskvich, Belgee, Hohgqi, BAIC, Sollers, Kaiyi, Solaris, Suzuki and ZAZ cars (850 rubles), and for Hyundai it is 860 rubles. The standard hour for the restoration of Uaz and Izhs is estimated at 800 rubles, an hour for the repair of Peugeot models is 782 rubles, and Volga is 750 rubles.

The restoration of Chery, Renault and Kia costs 10 rubles more than the Lada, Porsche and Land Rover. The standard hour for Subaru, Exeed and Changan is 920 rubles, for Ford — 930 rubles, and for Mitsubishi and Nissan — 940 rubles. The highest prices are set for Mazda cars (960 rubles), Toyota (980 rubles), as well as BMW, Audi, Mercedes-Benz, Lexus (1 thousand rubles).

It is noteworthy that the Belgee, which are built on the basis of Geely, are estimated to be 50 rubles cheaper than the latter. Mass-produced Nissan, according to insurers, "costs" 40 rubles more than its premium Infiniti counterpart. The difference in the cost of an hour of recovery between Solaris, Kia and Hyundai, which are identical from a technical point of view, reaches 60 rubles.

It is formed according to the methodology

Recall that when determining the amount of compensation for CTP, evaluators use these prices. This is provided for by the uniform methodology adopted by the Central Bank for determining the cost of restoration repairs in relation to a damaged vehicle.

According to this document, when calculating the average cost of a standard repair hour, "information from all available sources on prices for the performance of work of the main brands of vehicles should be collected." At the same time, "the primary sources of value should be data from insurers and car repair organizations that are publicly available." The methodology also prescribes "checking the average value of the cost per standard hour of work <...> for compliance with the level of contractual prices of insurers and car repair organizations, actually paid bills, expert opinions, and cost estimates for repairs."

The directory of the average cost of a standard hour of work, just like the directories of the average cost of spare parts and materials, is formed by the RSA in strict accordance with this methodology, Izvestia was informed in the Union. Insurers provide exactly the data on the cost of a standard hour, according to which they work with car service stations, the RSA emphasized. As an example, the organization demonstrated the price order for work with Haval in the Voronezh region, where the service station tariff range is 700-1800 rubles.

— There are various recurring positions in this price range, and the uniform methodology prescribes in this case to take the position closest to the middle of the row, in this case it is 860 rubles. This price is included in the reference book for this brand of car in this region. Such rows are formed for each region for each of the 84 vehicle brands included in the directory. The number of positions in each of them varies, it depends on the popularity of the vehicle brand in the region, on the number of car service stations operating under this brand, etc., — explained in the RSA.

The union noted that the market price depends not only on the technical and technological equipment of cars, but also on other factors, ranging from the number of CTP policies sold for a given car brand in a given region to the accident rate of these brands. A detailed analysis of this huge set of data is not required for the purpose of determining the cost of repairs, the market, acting according to its own laws, generates real working prices, the RSA emphasized.

— The unified methodology prescribes collecting only the maximum number of market prices and forming an average value for them. They may coincide for different car brands, since a lot of factors affect prices in different directions, forming what the insurer sees as part of its current work and sends it to the RSA for processing," the press service of the union said.

"They'll paint it with a broom for this money"

The actual cost of repairing those damaged in an accident turned out to be significantly higher than the official prices published on the RSA website. For example, as reported to Izvestia in a large metropolitan multi-brand dealer holding, for the mass segment, such as brands Changan, GAC, Omoda, Jaecoo, the cost of a standard hour starts from 2.5 thousand rubles. As for premium brands such as Audi, BMW, Mercedes-Benz, Lixiang, for them the average cost of a standard hour is on average 4 thousand rubles.

— When customers ask for the cost of repairs, painting, as a rule, we use the concept of "cost per part". This means a new part that needs to be prepared for painting, painted, polished and installed in place by adjusting the gaps. The price for a part will vary in the range of 20-50 thousand rubles, depending on its area, painting technology (non—removable parts are more expensive), type of paint, etc.," Roman Timashov, Deputy General Director for VIP Business at Avtodom Group, told Izvestia.

In one of the Lada dealerships in the capital, the painting of the front wing on the Vesta was estimated at 18 thousand rubles. The cost of a standard hour for body repair of Sollers cars in the Moscow technical center of the brand is 2.4 thousand rubles, Izvestia found out.

The cost of work in unauthorized car repair shops is slightly lower than that of dealers. However, they also significantly exceed the official rates of insurers. So, the Fit Services network of technical centers reported that the cost of painting starts from 17 thousand rubles per part.

As a rule, only painting a body part takes at least 8-10 hours, Maxim Gordin, the owner of the Upgrade private car service, told Izvestia. This period includes its dismantling, priming, painting itself, two drying, polishing and subsequent installation of the painted part on the machine. Thus, it is easy to calculate that, taking into account the "official" standard hours, the repair of one part, according to the RSA, will cost 8-12 thousand rubles.

— I do not know who will take this job for such a sum. Maybe somewhere in garage services they will make a car for this money. But the quality of such repairs will be very low: this is "painting with a broom from a barrel," Maxim Gordin told Izvestia.

Money instead of repairs

The problem of standard-hour insurance tariffs disconnected from market reality is one of the reasons for the sharp decline in recent years in the share of direct compensation for CTP losses, when insurance companies send a referral for repair of a damaged car, said Ilya Plisov, a member of the board of the Union of Car Service Stations. According to him, the volume of this form of compensation currently does not exceed 5-6%. In the vast majority of cases, the insurance company transfers a certain amount to the victim's account, he noted.

"Under such conditions, agreements with insurers are concluded either by very hungry service stations, or by those that know how to negotiate with the insurance company about the cost of repairs," Plisov told Izvestia.

He said that many insurance companies have developed additional agreements for services operating under CTP, in which the rates according to a single methodology are reduced by an additional 20-30%. This discount is offset by the appearance of "additional parts and works," said a member of the board of the union of car services.

At the same time, Ilya Plisov considers the spread of official prices for a standard hour to be "at least strange." The body repair technology itself does not depend much on the car brand, he noted.

— By and large, there is no difference what to paint or repair: a wing on a Lada or a Porsche. In some cases, for example, the "tricky" stamping plates on the Lada XRay doors are even more difficult to work with than the flat parts of the same Porsche. Another thing is that the requirements of the owners of the Lada and Porsche will be radically different. Therefore, it is obvious that the price for a standard hour for a German sports car cannot be the same as for a domestic model," Ilya Plisov told Izvestia.

Detached from reality

The scheme and methodology for determining the official cost of work and spare parts during CTP repairs are opaque, says Igor Morzharetto, a member of the Presidium of the Public Council under the Ministry of Internal Affairs. Because of this, prices have little to do with the actual market situation, he notes.

— I do not know how these prices are obtained. It is possible that the cost of work from an authorized dealer and the prices of "Uncle Vasya from the neighboring garage" were taken, and based on these data, a certain average indicator was derived. In any case, these tariffs should be reviewed and brought as close to market prices as possible," Igor Morzharetto told Izvestia.

We live in a situation where the accrual of CTP compensation is done in such a way that everyone initially understands their inconsistency with the realities of life, says Maxim Kadakov, editor-in-chief of Za Rulem magazine. As a result, the cost of a norm-hour is not tied either to the general real price level or to the differentiation between brands, he notes.

— Obviously, people are unhappy with this system. However, if we demand an increase in prices and consider everything at adequate market prices, we will come to an increase in the cost of CTP policies. That's why we're still living in this endless swing. In this regard, it is enviable to look at the experience of Belarus, where the cost of the policy is lower and the amount of compensation is higher," Maxim Kadakov said in a conversation with Izvestia.

The gap between official and real prices clearly confirms that the CTP system and car repairs have little to do with each other, says Anton Shaparin, vice President of the National Automobile Union. The difference in repairing domestic and German cars is huge: the latter require much more qualified personnel, special tools, software and documentation describing repair procedures, he notes. Moreover, even within the model range of the same manufacturer, the cost of repairs will be different, the expert emphasizes.

— For example, aluminum bodies of Chinese electric vehicles can hardly be repaired at all, and models with internal combustion engines of the same brand are quite maintainable. All these nuances are simply not taken into account by insurance companies, which do not need to estimate the actual cost of repairs, but rather underestimate the amount of the payment. As soon as real prices appear in the RSA directories, the number of services working with CTP will immediately increase, and the proportion of those who choose repairs rather than payments, Anton Shaparin is convinced.

Sue, who can

If the damage calculation is compiled by an appraiser in accordance with the approved Unified Methodology, then it is useless to try to sue the insurance company for the missing amount, says Sergey Radko, a lawyer for the Freedom of Choice movement. In this case, as practice shows, it is considered that the insurer has fulfilled its duty within the framework of the law, he notes.

— Another thing is that there is also a judicial method of conducting an expert examination, which, unlike the "insurance" method, does not take into account the wear of parts and which includes more realistic prices. The difference in damage, determined by different methods, in some cases differs by one and a half to two times. However, in this case, the courts oblige to pay the missing amount not to the insurer, but to the direct culprit of the accident," Sergei Radko told Izvestia.
