Finland joined NATO hoping to capitalize on Russia's defeat to the West. This was announced on May 9 by Russian President Vladimir Putin.

"Why did Finland join NATO? Did we have any territorial disputes with Finland? No! Everything was decided a long time ago. <...> We were hoping that everything would collapse here, but they're right there, bang, bang," he said at a press conference.

The Russian leader stressed that the territorial differences between Russia and Finland had been settled a long time ago, and the Finnish leadership was well aware of this fact.

On April 23, the Finnish Ministry of Defense announced that the government had submitted to parliament a proposal to allow the import and storage of nuclear weapons for the purpose of defending the country within the framework of cooperation with NATO. On May 4, the office of the Russian Security Council announced that after the republic joined the alliance in 2023, the scale of exercises near the border with Russia increased significantly.
