The Russian government has approved changes to the procedure for conducting driver's license exams. According to the new rules, the practical part must be scheduled no later than 60 days after the successful completion of the theoretical exam. Previously, it took up to six months to organize a practical test. If the candidate does not manage to pass the practical exam on time, he will need to retake the theory. What to do if the practical exam is delayed

Rusyaev explained that after 60 days have passed without a practical exam, the candidate has the right to submit a written application to the State Traffic Inspectorate unit with a request to set the exam date. Supporting documents and information about previous recording attempts should be attached to the application. In the absence of a response, it is possible to file a pre-trial complaint through higher authorities, and then appeal to the court in the order of administrative proceedings.

He also clarified that the exam results can be appealed in due course. Complaints are reviewed by the commission with the study of photo and video materials, and exam records are kept for at least one year. In case of disagreement with the result, the candidate has the right to record this when signing the examination sheet and initiate an examination.

Separately, the expert stressed that violations of the timing of the exam by themselves do not mean automatic issuance of a driver's license. The decision is made only after passing the practical part.

Assessment of changes in exam rules

Alexander Kornev, head of the Department for work with importers at Gazprombank Autoleasing, in turn, noted in an interview with Izvestia that the new rules could simplify the learning process. According to him, shortening the time between theory and practice will allow candidates to better retain knowledge and move faster to driving in real conditions.

He added that previously long breaks between exams could reduce the quality of training, and the limited duration of the theoretical exam created additional risks of retakes. At the same time, the changes, in his opinion, should not affect the cost of tuition, but may increase the overall percentage of successful exams.
