On May 12, Russia introduced new rules for conducting driver's license exams. The deadlines during which a graduate of a driving school is allowed to take them are changing, and additional prohibitions are imposed on the use of various technical devices during testing. And starting next year, new requirements for medical certificates for future drivers and audio and video recording of the exam process will begin to apply. The details are in the Izvestia article.

Deadlines have been shortened, gadgets are banned

The Government has adopted a decree changing the procedure for conducting and passing exams for obtaining a driver's license. The document is published on the official Internet portal of legal information. According to the decree, starting from May 12, the time limits during which graduates of driving schools are allowed to take driver's license exams are being changed. In particular, a test of driving skills will be scheduled no later than 60 days from the date of their successful passing of the theoretical theory exam. Now this period is 180 days. At the same time, if a graduate of a driving school does not pass the practical part of the exam within six months, he will have to be retested for knowledge of traffic regulations.

The document introduces another important change. If during the course of the exam a candidate for driver is found to have "communication equipment, photo, video, audio equipment, electronic computing equipment, reference materials and other means of storing and transmitting information," the exam will be terminated and its results annulled. This rule is still in effect, but no one prevents a graduate of a driving school who is convicted of using such "cheat sheets" from re-enrolling for the exam almost the next day.

Now, the next knowledge test of a driver candidate who has decided to cheat will be scheduled "no earlier than 12 months from the date of the exam, the result of which was canceled or the conduct of which was terminated."

Next year's changes

Some of the innovations related to the exams will become effective only from March 1, 2027. In particular, we are talking about the procedure for providing candidates for drivers with medical certificates and health reports.

The fact is that from this date, amendments to the law "On Road Safety" will come into force, according to which medical reports on the presence or absence of contraindications and restrictions to driving among drivers and candidates for drivers will be generated by medical organizations in electronic form and posted in the federal register of documents. The exchange of information on such conclusions between the Ministry of Internal Affairs and the Ministry of Health is provided in electronic form using a unified system of interdepartmental electronic interaction. Thus, a candidate for driver is exempt from presenting a paper medical certificate at the exam if this document is available in electronic form in the registry.

Also, starting from March 1 next year, requirements for equipping examination rooms with audio and video recording systems will be introduced. According to a government decree, they must "provide real-time audio and video recordings of the theoretical exam process" and ensure the safety of this data.

"The workplaces of the examiner and candidates for drivers should be in the visual range of audio—video recording facilities," the document says.

"Everything will be forgotten in six months"

Reducing the deadline for admission of a driving school graduate who has passed the "theory" to "practice" is the right decision, says Igor Morzharato, a member of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation. In his opinion, this should increase the proportion of those who successfully pass exams.

— Six months is too long: during this time, you can easily lose all the driving skills that you acquired during your studies at a driving school. Reducing this period to 60 days will make it possible not to lose all knowledge and skills," Igor Morzharetto believes.

Maxim Kadakov, the editor-in-chief of Za Rulem magazine, shares a similar point of view.

— The 60 days allotted for completing the "practice" after the theory is obviously much better than the current 180. It is also correct that if you fail to pass the driving test within six months, you will have to retake the theoretical exam again, confirming that during this time you have not lost knowledge of traffic regulations," he said.

Objectivity will be higher

The experts interviewed by Izvestia also support the introduction of a one-year ban on taking the exam for those who were caught using special equipment. In their opinion, this will force candidates to prepare better for the tests, without relying on the help of gadgets.

Equipping the premises of the State Traffic Inspectorate, where exams on "theory" are held, with audio-video recording systems should increase the objectivity of such exams, said Valery Soldunov, a member of the Public Chamber of Russia, chairman of the All-Russian Society of Motorists.

"On the one hand, this will allow examiners to quickly identify those who are trying to cheat on the exam, using tips, phones, etc. On the other hand, a driver candidate who believes that he has been "swamped" will have the opportunity to prove his position," he told Izvestia.

Valery Soldunov recalled that video surveillance systems have long been equipped with cars that receive the practical part of the exam. It is logical that they will soon appear in the premises where the theory is being handed over, he noted.
