The State Duma called the discussion of lowering the non-fined speed threshold unacceptable.

The leadership of the State Duma considers it unacceptable to bring to the agenda the topic of lowering the non-fined threshold for speeding, which will definitely not be supported. Vyacheslav Volodin, Chairman of the lower house of parliament, announced this in the Maks messenger on April 30.

"The issue of lowering the non-fined threshold for speeding by motorists was previously discussed. For their part, they expressed the position that it would be wrong to make such a decision. The government, one of whose ministries initiated this proposal, agreed with this," Volodin wrote.

He stressed that although the technical capabilities of traffic control tools are increasing, it is not necessary to follow the path of lowering the non-fined threshold. He pointed out that currently the non-fined threshold is 20 km/h, and this should be guided.

"The overwhelming majority of deputies, regardless of their faction affiliation, oppose the proposal under discussion to change the non-fined threshold. Before voicing such a thing and putting tension in society, it is necessary to think 10 times: is it necessary?"— said the chairman of the State Duma.

As reported earlier that day, the Traffic Management Center announced the technical readiness of the cameras to reduce the non-penalized speed limit from 20 to 2-3 km/h. Mikhail Kizlyk, the general director of the organization, said this in an interview with RBC Radio.

Previously, the Russian Interior Ministry also stated that since 2019, proposals to reduce the non-fined speed limit have been repeatedly made by representatives of various organizations and experts in the road transport industry, but the ministry has opposed and opposes such an initiative.
