United Russia called for discussing an increase in the CTP limit with drivers

Before approving a four-fold increase in the limit of insurance payments for CTP in case of harm to the life and health of citizens, this initiative should be discussed with motorists, since they may be burdened by an increase in the cost of the policy. This was stated by Konstantin Bakharev, deputy chairman of the State Duma Committee on the Financial Market, the United Russia press service reported on April 22.

"It is fundamentally important for us to receive feedback from motorists and make sure that the proposed increase in payments will not lead to a sharp increase in tariffs for CTP policies, because millions of our citizens apply for these policies every year, but not all of them receive insurance payments. We are fundamentally opposed to shifting the financial burden to the policyholder," said Bakharev.

The parliamentarian stressed that the party will support initiatives that are aimed not at increasing the profits of insurance companies, but at the real protection of the interests of citizens.

Anatoly Aksakov, head of the State Duma Committee on the Financial Market, said that a bill to increase the maximum amount of insurance payments for CTP from 500,000 to 2 million rubles could be adopted as early as May 2026. He pointed out that a significant increase in CTP tariffs is not expected, since the main financial burden will be placed on the perpetrators of road accidents.

Later, the Russian Union of Motor Insurers (RSA) stated that, according to its estimates, an increase in the limit on life and health insurance payments would lead to an increase in the cost of the policy — an increase in the average premium could be about 10%. At the same time, the RSA noted that they support the bill: it should equalize the limit on OSAGO with the existing limit on OSGOP.

Evgeny Ufimtsev, President of the All-Russian Union of Insurers (VSS), said on April 15 that reducing the minimum insurance rates in the OSGOP could help increase the penetration of this type of insurance, and therefore increase passenger safety. According to him, this is especially important in the taxi industry, given the opportunity for taxi carriers — individuals and individual entrepreneurs.
