Insurers pointed to the deterioration of the CTP situation in Primorsky Krai

According to the results of last year and the first quarter of 2026, a deterioration in the CTP situation was recorded in Primorsky Krai. The average amount of compensation for avtograzhdanka in the region reached about 167.5 thousand rubles, which is 17.3% more than in 2024. This was announced on April 14 by the Russian Union of Motor Insurers (RSA).

The level of payments, including business expenses, increased by 19% in 2025 (to 181%) and is almost twice the national average (91.6%). The frequency of CTP insurance claims in the region has reached 6.6% (compared with 4.4% on average in the Russian Federation), now the Primorsky Territory ranks third in this indicator in the whole country after Ingushetia (11.7%) and the Republic of Dagestan (7.1%).

In addition, the share of contracts transferred to the reinsurance pool here was 42%, which exceeds the national level by more than 5.5 times. At the same time, the incidence of criminal cases in the region continues to fall according to insurance companies: from 58% in 2023 (165 cases out of 284 applications were initiated) to 12% in 2025 (36 cases out of 307 applications).

Sergey Yefremov, Director of Asset Protection at RSA, noted that fraudsters have found a way to make money on the Euro protocol by writing non-existent drivers into the policy. The share of the European protocol in the region is the highest in the Russian Federation and amounts to 71.3%, he stressed.

To improve the situation with CTP in the Primorsky Territory, the RSA proposed to continue the introduction of cameras on the roads, increase the raid activity of the State Traffic Inspectorate to identify drivers without a CTP policy, and also increase the activity of initiating criminal cases against insurers.

Earlier, on April 9, it became known that only 31% of vehicles registered in Ingushetia are insured under CTP. This is one of the lowest rates in the country. At the same time, the average cost of CTP policies in the Republic of Ingushetia has increased 2.8 times since December.
