The State Duma Committee recommended rejecting the bill on hooligan drivers
The State Duma Committee on State Construction and Legislation recommended rejecting the draft law, which proposes to supplement the criminal code with a paragraph defining the signs of a new crime against drivers, which is related to hooliganism. This was announced on April 10 on the website of the lower house of parliament.
The draft law proposes to supplement Part 1 of Article 213 of the Criminal Code of the Russian Federation with a clause on the commission of hooligan acts by the driver of one vehicle or against the person driving the vehicle.
Classifying hooliganism as a criminal offense in these cases will allow "not only to prevent crimes and eliminate threats to the life and health of citizens, but also to create a safer environment for all road users, as well as in residential areas and parking lots," the explanatory note says. An act of vandalism or aggressive behavior by drivers or others towards drivers can lead to massive traffic violations, accidents and human casualties, the authors of the bill believe.
The State Duma Committee in its conclusion indicated that the draft does not take into account the criminal liability already provided for in Article 267.1 of the Criminal Code of the Russian Federation for committing acts of hooliganism that threaten the safe operation of vehicles.
"Making the proposed changes may lead to duplication of norms and, as a result, to a conflict between the projected first part of Article 213 and Article 267.1 of the Criminal Code of the Russian Federation," the relevant committee said in its conclusion.
Earlier, on April 9, it was reported that a bill on fines for speeding and other violations on electric scooters could be adopted as early as 2026. It was adopted in the first reading in 2024 and is currently being finalized for the second one.
