In Russia, it was proposed to introduce a tax on the hiring of foreign workers

The AVANTI Association has proposed introducing a progressive fee in Russia for employers hiring foreign workers. This is stated in the appeal, which was reviewed on April 8 by Izvestia.

The initiative is based on an analysis of the current situation in the labor market, where a number of industries remain highly dependent on foreign labor. The author of the project was the president of the Association of Entrepreneurs for the development of business patriotism "AVANTI" Rahman Yansukov.

"More than 37% of Russian companies attract foreign employees, and every fourth migrant, according to opinion polls, does not intend to integrate into Russian society," the appeal says.

According to estimates by the head of the Human Rights Council, Valery Fadeev, the budget annually loses up to 3.1 trillion rubles due to illegal employment and gray schemes. At the same time, the use of cheap labor, according to the authors of the initiative, hinders the development of technology and reduces investments in the training of Russian personnel.

The mechanism involves the introduction of a progressive scale: with a share of migrants up to 10%, the rate will be 0%, from 10 to 30% — 5%, from 30 to 50% — 10%, and over 50% — 20% of the wage fund for foreign workers.

"This approach is not innovative and is based on successful international experience. For example, Singapore has had a multi—level levy system for foreign workers (Foreign Worker Levy) for many years, where the rate increases progressively as the employer exceeds the established quotas," the document says.

The funds from the collection are proposed to be used to support the employment of Russian citizens, including retraining programs, subsidizing hiring and developing infrastructure for the resettlement of compatriots.

It is noted that this will encourage employers to attract Russian specialists more actively and reduce dependence on cheap foreign labor. The association stressed that it is also important to take into account the impact of migration flows on the economy, since a significant part of the income of foreign workers is transferred abroad, which leads to capital outflow.

On March 18, State Duma deputies at a plenary session adopted in the first reading a government bill that introduces additional requirements for migrant workers wishing to work in Russia. It was clarified that changes were proposed to the law "On the legal status of foreign citizens in the Russian Federation." The initiative stipulates that migrant workers will have to support themselves and their family members living in the Russian Federation and dependent on them at a level not lower than the subsistence level multiplied by the regional coefficient.
