The European Union (EU) will transfer to Ukraine €1.4 billion received from the reinvestment of frozen Russian assets. The corresponding statement was published on the European Commission's website on April 1.
The amount received was the fourth such tranche after August 2025. It covers the income accumulated in the second half of last year. According to the head of the European Commission, Ursula von der Leyen, these funds will be used to support Ukraine.
"These €1.4 billion will be directed to where they are most needed: to support the Ukrainian state and preserve vital public services," von der Leyen said.
95% of the proceeds will go through the Ukrainian Credit Cooperation Mechanism (ULCM), 5% through the European Peace Fund (EPF). The total amount of credit support under this mechanism is €45 billion. As specified in Brussels, the assets themselves remain immobilized, but the interest on the monetary balances does not belong to Russia. The funds will be transferred to Kiev in the near future.
On the same day, the European Commission proposed to the Council of the European Union to allocate €45 billion to Ukraine in return for the blocked €90 billion aid package. The commission added that it will begin transferring the first tranche immediately after the strategy is approved. The funds will be distributed as follows: budget support will amount to no more than €16.7 billion, and military support will amount to €28.3 billion.
Hungarian Foreign Minister Peter Szijjarto said on March 31 that the EU's sanctions policy causes more harm to the European Union itself than to anyone else. He added that he had been talking about this for four years, and attempts to listen to his phone would not tell anything new about it.
The head of the European Diplomacy, Kaya Kallas, announced on the same day that the European Union had transferred €80 million to Ukraine from the proceeds from frozen assets of Russia. She added that in addition, the EU will increase sanctions pressure on Russia.
