The bill on the spending of the parent capital on the purchase of cars was submitted to the State Duma

The State Duma proposed allowing maternity capital funds to be spent on car purchases. The bill was prepared and submitted to the lower house of Parliament on March 10.

As indicated in the explanatory note, the bill was prepared taking into account many years of discussion, and its authors took into account "the risks of misuse of funds and violation of children's property rights," proposing a comprehensive protection mechanism with a number of restrictions and requirements.

The authors of the document (deputies from Fair Russia) They pointed out that in a number of subjects of the Russian Federation there are additional measures to support families with children at the expense of the budgets of the subjects, which provide for the expenditure of maternity capital for the purchase of a car. In particular, such disposal of funds is provided for in the Republic of Buryatia, the Kaliningrad Region and the Nenets Autonomous Okrug, the explanatory note says.

Proposals to allow maternity capital to be spent on buying a new car have been heard before, but have not found support. For example, as reported back in November 2024, this idea was not supported by the Ministry of Finance of the Russian Federation.
