The Government Commission on Legislative Activity has approved a document that will allow the use of the Armed Forces of the Russian Federation to protect Russian citizens in the event of their arrest or criminal prosecution abroad. This is stated in the materials of the commission meeting.

The bill provides for amendments to the federal laws "On Citizenship of the Russian Federation" and "On Defense."

"The draft law was developed in order to protect the rights of citizens of the Russian Federation in the event of their arrest (detention), criminal and other prosecution pursuant to decisions of courts of foreign states with powers in the field of criminal proceedings by other foreign states without the participation of the Russian Federation, and international judicial bodies whose competence is not based on an international treaty of the Russian Federation or a resolution of the Council of Europe. The United Nations Security Council," the document says, according to TASS.

Vladimir Gruzdev, Chairman of the Board of the Association of Lawyers of Russia (AYUR), added that the draft law proposes to establish the authority of state authorities to take the necessary measures to protect citizens arrested or prosecuted on the basis of decisions of foreign or international courts. It is expected that these powers will be implemented by decision of Russian President Vladimir Putin.

In addition, the document additionally amends the law "On Defense", which provides for the possibility of extraterritorial use, by decision of the head of state, of armed forces formations to protect citizens from persecution by foreign and international judicial authorities authorized without the participation of Russia.

On March 8, Putin signed a law banning the extradition to other countries for criminal prosecution of foreigners serving under contract in the Armed Forces of the Russian Federation. According to the new rules, a foreign state will be refused to extradite a person for criminal prosecution or execution of a sentence if the request concerns a contract serviceman of the Armed Forces of the Russian Federation or other military formations of the country. The rule applies to both active-duty fighters and those who previously performed combat missions as part of the Russian Army in the SVO zone.
