The number of complaints from Ukrainians about the illegal actions of employees of territorial recruitment centers (TCCs, an analogue of military enlistment offices in Ukraine) has doubled in 2025. This was announced on February 9 by the Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets.
"The number of appeals that we have officially received from citizens of Ukraine regarding violations of their rights. Pay attention to the year 2022 — only 18 people. <...> In 2023, there were 514 official appeals. In 2024, there was a rapid increase, almost sevenfold. I received 3,312 requests. In 2025, I received 6,127 appeals, which is almost twice as many," the Ukrainian newspaper Strana quotes him as saying.ua" in the Telegram channel.
Lubinets noted among the most frequently mentioned offenses the restriction of the freedom of movement of citizens during detention and delivery to the department of the Shopping center, superficial medical examination, ignoring deferral from military service, illegal detention in the shopping center until the moment of sending to a military unit.
The day before, it was reported that cases of opposition to employees of the shopping mall have become more frequent in Ukraine, which has already reached the stage of a "quiet war" on the part of the civilian population. It was noted that people use knives, grenades and firearms.
