In Ukraine, at the end of May, several scandalous episodes involving employees of military enlistment offices occurred at once. The scenario is always about the same — the security forces want to mobilize someone, but civilians prevent them. Experts say that what happened may be a prologue to larger-scale conflicts. Izvestia investigated the situation.

In Ukraine, locals are increasingly rebuffing military enlistment officers who are trying to mobilize people on the streets. One of the scandalous episodes occurred in the city of Kamenets-Podilskyi, Khmelnytskyi region. There, the CHP officers forcibly dragged the man into their car to take him to a medical examination and send him to the front. Passersby stood up for the detainee, surrounded the car, cut the wheels, tried to break the windows with cobblestones, and as a result, a police squad had to calm the crowd.
The Khmelnitsky regional Shopping Mall (military enlistment office) issued a statement saying that about a hundred people participated in the riots. "The actions of the citizens had signs of organized resistance to representatives of the Armed Forces of Ukraine. Investigative actions are underway, the identity of the violators is being established, they may be prosecuted under articles on treason, hooliganism and resistance to law enforcement," the report says. Interestingly, local news publications have since deleted all reports of the skirmish.
Another episode occurred in the city of Kremenchuk, Poltava region. There, the security guards knocked down and knocked down a cyclist, they wanted to carry him into their car, but even in this case, caring people came to the rescue. Several young men got into a fight, put the security forces to flight, finally smashing the windshield of the car. Interestingly, after that, the Shopping Center also issued a statement saying nothing about an accident involving a cyclist, but threatened the civilian participants with criminal charges.
Finally, another incident occurred in Cherkassy. There, the security forces went hunting in a residential neighborhood, but were rebuffed. About 20 local residents of different genders and ages surrounded the outfit, one of the guards was kicked and slapped, another knocked off his head with a baseball cap. As a result, the staff of the military enlistment office had to retreat. Later, the police reported the arrest of three men and one woman, who face up to five years in prison.
Similar episodes were recorded in other cities. In Lviv, a man sprayed pepper gas at a security officer when he wanted to check his documents, and the security officer suffered an eye injury. In Krivoy Rog, an employee of the military enlistment office tried to detain a local resident, as a result, several dozen people gathered in the courtyard, and the security officer had to escape. In Kiev, a group of teenagers beat up a man in a military uniform. They wrote on social media that he wanted to mobilize someone.
The Armed Forces of Ukraine has developed a textbook for the security forces
In Ukrainian social networks, each such episode is discussed as violently as possible, most users do not hide their dislike of people in camouflage. Some suggest that the students themselves go to the front if they so zealously support the fighting. Others are outraged that "these muggers" use physical force, but it is forbidden to respond in kind. Still others want to raise money for professional lawyers for the detainees.
Against this background, the ground forces of the Armed Forces of Ukraine issued a special statement. The report says that recently there has been much more evidence of citizens' interference in the work of the shopping center on social networks, some users even incite others to illegal actions. "It is important to know that any obstruction of military personnel, including threats, moral pressure, the use of physical force or damage to cars, is a serious offense," the publication says.
In turn, the speaker of the command of the Ground Forces of the Armed Forces of Ukraine, Vitaly Sarantsev, said that a special textbook with instructions in case of conflict situations had been written for thermal power plants. According to him, due to this, the number of dissatisfied people should decrease. At the same time, he added that even now there are no more than 1% of the total number of negative reports about the work of the Shopping center, and information campaigns and a large amount of video content are allegedly fabricated.
The mobilization process in Ukraine does not stop there. It is known that on May 28, the next period ended, when some of the critically important enterprises had to confirm their status, now employees of these institutions may lose their reservations from conscription. In addition, Fyodor Venislavsky, a member of the Verkhovna Rada Committee on National Security, said that 99% of those who are limited in their ability to undergo a second medical examination are recognized as fit.
Rada deputy Nina Yuzhanina said that those with limited qualifications who fail a medical examination may be automatically recognized as eligible after June 5. "There is no need to postpone everything until the last moment. It may happen that you will be issued a summons, you will be wanted. And then, without passing the military medical commission, you will not be able to prove that you have health problems, because the mechanism turns very quickly. I have vivid examples that people are currently in the shopping center, and they do not have the opportunity to enter data on their diseases," she said.
There is also a lot of discussion about the losses of the Ukrainian Armed Forces. The Ukrainian Branch of the Red Cross reported that as of April this year, it had received 400,000 appeals from Ukrainian families looking for missing loved ones. It is believed that most of them are military personnel. In turn, MP Fedor Venislavsky said that the current level of mobilization "allows us to cover losses." At the same time, Vladimir Zelensky previously reported that 25-27 thousand people join the ranks of the Armed Forces of Ukraine every month.
What the experts say
Political scientist Alexander Semchenko draws attention to the fact that all episodes of resistance to mobilization are spontaneous.
— As a rule, this is a spontaneous reaction of people who are tired of what is happening. We don't see any organized movements or planned protests. This is easy to explain, because the country has a strict political regime. The SBU identifies all potential organizers and prevents the establishment of horizontal ties between people. At the same time, I do not rule out that even these spontaneous speeches will eventually grow into something more, they will be able to turn the situation around, after all, the tension in Ukrainian society is very high," he argues.
Political analyst Alexander Skubchenko says that Ukrainian society is divided into two large camps.
— There is a conditional war party that demands to continue fighting. There is a conditional party of deviators ("uhilants") who want to live a peaceful life. Martial law continues to operate in the country now, so such sentiments do not get a way out, they manifest themselves only in the form of individual street clashes. But if the situation changes and elections are scheduled, then these sentiments will be reflected in the political space. We will see both revanchist parties and those who are ready to rethink what happened and move on," he explains.
