The Communist Party of the Russian Federation wants to simplify the receipt of free medicines for the chronically ill

In Russia, it was proposed to allow receiving free medicines for people with severe chronic diseases that lead to a shorter life without hospitalization. As Izvestia found out, such a bill will be sent for recall to the government by deputies of the Communist Party faction headed by party leader Gennady Zyuganov, as well as Senator of the Federation Council Ayrat Gibatdinov.

"The bill eliminates a legal gap that leads to unequal access to medicines and medical devices for patients suffering from certain types of chronic progressive diseases that lead to shorter life expectancy, depending on the form and conditions of medical care. Currently, in order to receive expensive drugs under the state guarantee program at the expense of compulsory medical insurance, patients in some cases have to be hospitalized," the document says, which is available to Izvestia.

It also notes that this is the case in the treatment of oncological diseases, when it is possible to receive certain medications on an outpatient basis. The solution proposed by the bill will eliminate the need for hospitalization and additional budget losses in cases where the government of the Russian Federation makes an appropriate decision, the document says. In addition, existing restrictions may negatively affect the quality and continuity of treatment.

"During outpatient treatment, not all expensive drugs can be obtained free of charge under the state guarantee program at the expense of compulsory medical insurance. And then people have to be hospitalized just to provide them with medicine for free. In particular, this often happens in the treatment of cancer. No one says that those who need to be hospitalized should not be hospitalized. But if the operation has been successfully performed, chemotherapy has been performed, and then only therapy with drugs that a person can safely take at home is required, why torment him with a new hospitalization? Which, by the way, is expensive for the budget," explained Yuri Afonin, First Deputy Chairman of the Central Committee of the Communist Party of the Russian Federation.

According to him, a more appropriate approach is to provide such patients with unhindered and free access to necessary medicines, followed by their use at home. This practice has already been successfully applied within the framework of federal funding, for example, in providing antiretroviral therapy to patients with HIV infection.

"Therefore, the Communist Party faction in the State Duma has prepared a bill to eliminate unnecessary hospitalizations and flexibly respond to problems with free provision of medicines and medical products to patients with certain groups of diseases," Afonin concluded.

On January 29, the State Duma proposed making hospital stays free for families with children under seven years old. It was clarified that the current legislation provides for a free stay together with food and a bed exclusively for parents whose children have not reached the age of four. If the child is older than the specified age, the free stay of the parent is possible only if there are confirmed medical indications. Separation from family negatively affects the child's psyche, making hospital stays traumatic. The implementation of the proposed measures will improve the results of treatment, the psychological state of children and accelerate recovery. In addition, the presence of parents will reduce the burden on medical staff.
