New taxes for the self-employed will not be introduced until the end of the experiment with special taxes on professional income in 2028. This was announced on January 26 by Andrei Isaev, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, deputy head of the United Russia faction.
"Until the completion of the experiment concerning the self—employed, no additional decisions will be made that would result in a fiscal burden for the self-employed, for those who employ them, platforms," Isaev said after a meeting of the faction's deputies with Russian Prime Minister Mikhail Mishustin, quoted by TASS.
Isaev noted that self-employed persons who have joined the social insurance system will be encouraged through social guarantees. According to him, the faction, together with the government, are working on their development in order to support the economic initiative.
Anastasia Morgunova, Product Director and co-founder of Moy Delo Accounting for Business, recalled on January 13 that starting in 2026, tax authorities will receive expanded powers in assessing the financial and economic condition of companies and individual entrepreneurs. She recommended that entrepreneurs estimate profitability in advance over three years and compare it with Rosstat statistics. Strong deviations from the average market values may attract the attention of the tax service.
