Sales of primary housing in Russian megacities exceeded the figures for 2024

In the period from January to November 2025, Russian developers sold almost 500,000 apartments in buildings under construction, which is 4.2% less than in the same period last year (522,000 units). In several Russian cities with millions of residents, home sales in 2025 exceeded the results of last year: Nizhny Novgorod, Omsk, Rostov-on-Don, Perm, Kazan and Moscow.

Significantly reduced sales year-on-year: Chelyabinsk, Krasnodar and Krasnoyarsk.

In order to realize the same number of residential premises in 2025 as a year earlier (570.7 thousand lots), Russian developers need to sell 71 thousand apartments in December. This result is achievable provided that sales dynamics are maintained, which began to accelerate in October (60.9 thousand lots) and November (65.1 thousand lots) of 2025. The peak sales at the end of the year are due to the changes in the terms of the preferential family mortgage that are being discussed, as well as those that have already been adopted.

"It remains an intrigue whether the overall Russian sales level in 2025 will remain at the level of 2024, but it can be assumed that housing sales will be at least at the level of 2024 and above in at least a third of Russia's major cities," said the head of the analytical center "Movement.<url>" by Yan Gravshin.

Analysts at Metrium reported to Izvestia on December 13 that the number of apartments and apartments for sale in new buildings in Moscow decreased by 23% in 2025. According to their research, the total number of apartments and apartments for sale from December 2024 to November 2025 decreased from 52 thousand to 40 thousand (-23%). But the average area of apartments in new buildings in old Moscow has reached 63.9 sq. m. This figure is 10% higher than in December 2024, when it was 58.3 sq. m.
