Accuracy margin: business will be able to attract about 800 billion rubles due to state support
By the end of 2030, businesses will be able to receive about 800 billion rubles thanks to the system of preferential industry loans, Alexander Isaevich, CEO of the SME Corporation, told Izvestia. At the same time, as Maxim Reshetnikov, head of the Ministry of Economic Development, emphasized, the parameters of the joint program of the Bank of Russia, the Ministry and the SME Corporation will be expanded as early as 2026. The total credit limit for it is planned to double. Izvestia investigated which specific industries will be a priority, as well as how these measures will affect the investment activity of SMEs in regions with different levels of economic development.
Main tasks
Starting in 2025, measures to assist small and medium-sized enterprises will be implemented within the framework of an updated federal project, the press service of the Ministry of Economy told Izvestia. His key task follows from the presidential decree: by 2030, to ensure that the real incomes of SME workers grow 20% faster than the economy as a whole. It was for this purpose that the support tools and the entire architecture of the project were built. Special attention is paid to priority areas, in particular, the manufacturing industry, small technology companies, the tourism business, as well as scientific and technical areas.
Based on the needs of the business community and government priorities, the main vectors of development of the SME sector have been formed, the ministry noted. Among them, for example, facilitating access to financial resources through the "umbrella" guarantees of the SME Corporation, increasing the share of businesses in procurement under Law 223-FZ, expanding product sales channels and creating conditions for obtaining inexpensive financing.
"For greater coverage, starting in 2026, we are expanding the joint lending program of the Ministry of Economic Development, the Bank of Russia and the SME Corporation. Thus, the minimum loan amount will be reduced to 25 million rubles (twice). In addition, preferential funds can be used for both working and investment purposes. The volume of preferential loans will be doubled to 200 billion rubles," the ministry recalled.
In addition, in addition to SMEs from the fields of tourism, manufacturing, logistics, IT and scientific and technical activities, which can currently receive preferential loans, the program will be available to entrepreneurs in creative industries, border regions and small technology companies, the Ministry added.
Allocation of funds
Starting in 2025, SME Corporation's financial products will be reoriented to support supply-side industries, Alexander Isaevich, CEO of SME Corporation, told Izvestia. As part of this strategy, 12 specialized programs have been launched, designed for specific areas, thanks to which small and medium-sized companies are able to attract preferential resources for sustainable development and business expansion. In general, it is expected that by 2030, entrepreneurs will be able to benefit from financing in the amount of about 800 billion rubles.
"As a result of this targeted approach, we are already recording the first structural changes in the SME sector: from 2023 to 2025, more than 166 thousand new SMEs appeared in Russia in the fields of manufacturing, light industry, logistics, tourism, scientific and technical activities and IT," he said. — As a result, the share of these industries in the total structure of small and medium-sized businesses has reached almost 50%.
Today, the SME Corporation forms a loan portfolio of small and medium-sized enterprises with a total volume of about 1 trillion rubles, he recalled. At the same time, the presence of priority areas is noticeably increasing. Financing in the manufacturing sector increased by 60.8 billion rubles and doubled the level of 2021, in the transportation and warehouse logistics segment the growth amounted to 26.1 billion rubles — six times, and in the hotel business the volume of loans increased by 4.4 billion rubles, which means a fivefold increase.
Speaking about new and promising support measures, the key focus is not on the number of initiatives, but on their practical impact and ability to ensure sustainable and high-quality development of SMEs, said Alexander Isaevich. That is why the support system is constantly being adjusted. The programs are updated and launched taking into account government priorities and the real needs of entrepreneurs. Thus, in 2025, preferential credit products were launched for manufacturers of machine tools and industrial robots, as well as for businesses operating in single-industry towns and special economic zones.
In addition, an effective program for small technology companies was resumed and updated, and leasing products received additional customization while maintaining preferential rates at 6% and 8%, which allows enterprises to actively expand and modernize production.
A new stage
Small and medium-sized businesses play a key role in building infrastructure and creating jobs, which directly affects reducing migration outflow and improving the quality of life in the regions, Petr Shcherbachenko, associate professor at the Financial University under the Government of the Russian Federation, told Izvestia.
— At the same time, special attention is now being paid to supporting entrepreneurs in single-industry towns and special economic zones. So, by the end of 2026, businesses from 26 single—industry towns and 27 adjacent SEZs will receive about 1 billion rubles of concessional financing and guarantees, and the total amount of assistance by 2030 will amount to 18.3 billion rubles," he noted.
At the same time, non-financial support is being strengthened: in connection with the transition of part of the sole proprietors to the Unified tax System with VAT payments, training programs will be organized for accountants based on the My Business centers. At the same time, federal funding for these centers has been increased in 2026-2028. As a result, more than 2 billion rubles are allocated annually for the provision of services to SMEs.
In general, such steps can significantly revive investment activity in the segment of small and medium-sized businesses, economist Maxim Chirkov confirmed in an interview with Izvestia. Supporting SMEs is clearly one of the priorities of economic policy today, especially given that the contribution of this sector to Russia's GDP is historically lower than in developed economies. Therefore, the development of small and medium-sized enterprises remains a strategically important task for the country.
— The government is expected to focus on the areas that are of the greatest value to it: industries with high added value that can shape the image of Russia as a modern technological economy. We are talking not only about transport and industry, but also about new segments — creative industries, IT and related fields," he said. — The proposed measures make investments in these industries more attractive, which should inevitably lead to an increase in investments.
According to him, the support tools themselves are generally well known, but for Russia their large-scale application looks like a new stage. In fact, this is a serious government investment in the SME sector. This approach helps to improve the external and internal perception of the Russian economy and helps to smooth out the structural distortions that have formed since the 1990s. A more diversified economy with a balance between large companies and SMEs increases the country's resilience to crises and makes its development more stable in the long term.
