Ukraine, the United States and the European Union (EU) have made progress in securing guarantees during negotiations in Berlin, but the territorial issue remains unresolved. This was announced on December 15 by the Axios portal.

"Two days of intensive negotiations between Ukraine, the United States and European officials have led to significant progress on the issue of security guarantees for Ukraine, but have left significant gaps on the issue of territorial integrity," the article says.

Negotiations between representatives of the United States and Ukraine ended in Germany on December 15. They lasted two hours. The day before, the next stage of negotiations between the American and Ukrainian delegations took place in Berlin. US Special Envoy Steven Witkoff said at the time that significant progress had been made during negotiations with the Ukrainian delegation.

At the same time, The Wall Street Journal reported that the meeting between Ukrainian President Vladimir Zelensky and Witkoff was difficult. According to the newspaper, the United States insists on quick solutions to resolve the conflict. However, Zelensky and the European Union (EU) point to the remaining serious differences in the peace plan that need to be resolved.

On December 15, US President Donald Trump admitted that Ukraine had "lost territory."
