Europe has "failed by all accounts" in its actions on Ukraine since 2014. This was announced on November 25 by Russian Foreign Minister Sergei Lavrov.

The Washington Post reported on November 23 that European leaders had developed an alternative proposal for a peaceful settlement in Ukraine. As explained in the publication, it provides for the waiver of restrictions for the Armed Forces of Ukraine and the postponement of the resolution of territorial issues for the period after the ceasefire.

Kremlin spokesman Dmitry Peskov said on the same day that it was impossible to discuss the security architecture without the EU's participation, and the association's participation might be required at some stage of the Ukrainian settlement.
