On November 24, Russian Presidential aide Yuri Ushakov declared the unacceptability of the European plan to resolve the situation in Ukraine.

"We have already learned this morning about the European plan, which is completely unconstructive and does not suit us," he said.

Ushakov also said that although many of the 28 points of the American plan seem acceptable, there have been no specific negotiations with Russian representatives on this issue.

At the same time, the assistant to the head of state admitted possible future contacts with representatives of the United States on the settlement in Ukraine, stressing that there are no agreements yet.

On the same day, European Commission (EC) spokeswoman Paula Pinho said that constructive progress had been made in negotiations to resolve the conflict in Ukraine. She also noted that the leaders of the countries belonging to the "coalition of the willing" will hold a videoconference on Tuesday, November 25, to discuss peace talks.

US Secretary of State Marco Rubio yesterday called the negotiations on the settlement of the conflict in Ukraine in Geneva the most productive of all time and clarified that Washington and Kiev had made "tremendous progress" during them. The American Secretary of State also stressed that the United States understands the position of the Russian side in the same way as it understands what is a priority and unacceptable for each of the parties to the Ukrainian conflict.

On November 21, Putin noted that Moscow had received a 28-point plan from Washington, which, according to him, could be used "as the basis for a final peaceful settlement."
