The Russian affordable housing market requires systemic changes to address the problems of various categories of the population. Akmyrza Tursynbayev, an architect and designer with 20 years of experience, told Izvestia on November 21 that the housing affordability situation continues to deteriorate due to rising costs of materials, logistics and land, as well as high mortgage rates and down payment requirements.

A particular problem, according to him, is the uncivilized rental market, where more than 95% of transactions take place in the shadows without contracts and guarantees for tenants.

The expert identified the most vulnerable categories of citizens, including young families who face difficulties in obtaining a mortgage due to lack of savings and stable income.

"For residents of the regions, not only the cost per square meter is of great importance, but also the developed infrastructure — kindergartens, schools and transport accessibility. The elderly, the poor and the disabled require a special approach through renovation and social hiring programs, taking into account the comfort and accessibility of the environment," Tursynbayev said.

As a solution to the problem, he proposed the development of targeted regional programs that take into account differences in income and living conditions in different regions of the Federation. Stimulating the construction of rental houses through tax and credit incentives for developers could create a transparent long-term rental market. The expert called simplification of urban planning procedures an important area, since protracted approvals significantly increase the final cost of housing.

"The experience of neighboring countries, in particular Kazakhstan, demonstrates the effectiveness of the development of municipal housing and an integrated approach to the creation of infrastructure. Potential buyers need to carefully evaluate not only the square footage, but also the quality of the area, transport accessibility and social infrastructure, as well as actively use existing government support programs," the expert said.

According to Tursynbayev, given the current price dynamics and projected mortgage rates of 14-16% in 2025, solving the problem of affordable housing requires joint efforts by the government and business.

Consultant on strategic and anti-crisis management, Director of Development, LLC "Together.PRO" Alexander Berezhnoy reported on November 18 that in conditions of economic uncertainty, the situation in the rental housing market is becoming one of the key topics for residents of large cities. According to him, by the end of next year, long-term rentals may rise in price by about 10-15%. Such a trend will be associated with a combination of macroeconomic factors, among which a gradual reduction in the key interest rate will be of key importance.
