Starting in December, certain categories of pensioners will be able to count on an increase in the insurance pension due to an increase in the fixed payment included in it. Yulia Finogenova, Professor of the Department of State and Municipal Finance at Plekhanov Russian University of Economics, told about this on November 10.

According to the expert, the increase will affect pensioners who have reached the age of 80, as well as citizens with group I disabilities. In addition, those who have dependents will receive an increase.

"When a pensioner turns 80, the fixed payment is doubled next month, but we are talking only about recipients of an old—age insurance pension," Finogenova said in a conversation with the Prime agency.

She clarified that if an insurance pension was awarded for disability before the age of 80, no additional increase is provided. The changes will also not affect people with disabilities from childhood, recipients of social pensions and survivor's pensions.

Earlier, on November 10, it was reported that as of October 1, 2025, the average social pension in Russia exceeded 15.5 thousand rubles per month. At the same time, working pensioners receive an average of 11,705.66 rubles, while non—working pensioners receive 15,814.26 rubles.
