LDPR proposed to raise fines for drug propaganda 10 times
In Russia, they want to increase fines for drug propaganda by 10 times. As Izvestia found out on November 2, such a bill will be submitted to the State Duma on November 2 by deputies of the LDPR faction led by Leonid Slutsky.
"Responsibility for the promotion of narcotic drugs, psychotropic substances or their precursors, plants containing narcotic drugs or psychotropic substances or their precursors, and their parts containing narcotic drugs or psychotropic substances or their precursors, and new potentially dangerous psychoactive substances is established by Article 6.13 of the Code of Administrative Offences of the Russian Federation," the explanatory note says. to the draft law that Izvestia has.
It is noted that the fines for these acts were established in 2010 (under Part 1 of Article 6.13 of the Administrative Code of the Russian Federation) and in 2020 (for parts 1.1 and 2 of Article 6.13 of the Administrative Code of the Russian Federation) and have not been revised since then.
At the same time, the document notes that in 2024, the number of persons punished for committing an administrative offense under Article 6.13 of the Administrative Code increased threefold compared to the same data for 2020.
Also, during the specified period, the number of persons brought to administrative responsibility for the consumption of narcotic drugs or psychotropic substances without a doctor's prescription or new potentially dangerous psychoactive substances increased (Article 6.9 of the Administrative Code of the Russian Federation). In addition, there has been a significant increase in crimes related to drug trafficking. So, in January – April 2025, 79.4 thousand crimes were detected, which is 29.6% more than in the same period last year.
"In connection with this draft law, it is proposed to amend the aforementioned federal law, increasing the amount of fines from two to ten times, depending on the person who committed the administrative offense and the circumstances of its commission," the document says.
The amount of fines for distributing works of literature and art containing information about narcotic drugs and psychotropic substances is proposed to be increased for individuals from 2-4 thousand rubles to 10-25 thousand rubles, for individual entrepreneurs (sole proprietors) and officials from 10-30 thousand rubles to 25-50 thousand rubles, for legal entities from 300-600 thousand rubles to 500 thousand.-1 million rubles.
It is proposed to increase the amount of fines for the promotion of narcotic drugs and psychotropic substances for individuals from 4-5 thousand rubles to 25-50 thousand rubles, for sole proprietors and officials from 40-50 thousand rubles to 50-75 thousand rubles, for legal entities from 800 thousand–1 million rubles to 1-1.5 million rubles.
It is proposed to increase the amount of fines for the promotion of narcotic drugs and psychotropic substances on the Internet for individuals from 5-30 thousand rubles to 50-75 thousand rubles, for sole proprietors and officials from 50-100 thousand rubles to 75-100 thousand rubles, for legal entities from 1-1.5 million rubles to 1.5–2 million rubles. The amount of the fine for the commission of the above administrative offenses by a foreign person is proposed to be increased from 5-30 thousand rubles to 50-100 thousand rubles.
"We believe that it is necessary to punish drug propaganda, including on the Internet, in the strictest possible way, because such advertising is primarily aimed at children and adolescents. Moreover, in the age of digital technology development, such a pernicious effect on our citizens is taking on more and more sophisticated forms, hiding behind game chats, posting attractive videos, creating appropriate groups on social networks, etc.," Leonid Slutsky explained to Izvestia the need to toughen penalties.
He noted that the statistics on this issue look depressing. According to Slutsky, last year three times more offenders were brought to administrative responsibility for drug propaganda than in 2020, and the number of drug addicts in the country has increased 2.5 times over the past ten years.
Earlier, on October 25, it was reported that the police stopped drug trafficking and seized 125 kg of marijuana from a resident of the Amur region. It is specified that during the search, the police also found items allegedly used for the manufacture or storage of drugs: tiles, cans and precursors.
