Governor Fedorishchev instructed to create a code of courtesy for officials
On November 1, the Governor of the Samara Region, Vyacheslav Fedorishchev, ordered the development of a code of courtesy for officials after a resident complained about the rudeness of an employee of the Ministry of Health.
"Issues of rudeness have been raised more than once within the walls of the government. <...> It is very difficult to regulate it normatively," TASS quoted Fedorishchev as saying.
The Governor ordered to analyze the existing codes of ethics and make suggestions for their improvement. He warned that if the facts of the complaint are confirmed, the guilty employee will be fired. Fedorishchev also called on the heads of municipalities to hold regular conversations with their subordinates about the importance of treating citizens politely.
On October 14, Fedorishchev fired the head of the Kinelsky district, Yuri Zhidkov, after an emotional conversation about the unsatisfactory pace of repair of social facilities. During the conflict, the head of the region slapped a subordinate on the shoulder and used profanity.
On October 15, Fedorishchev apologized for firing an official with obscene language. He pointed out that the video was posted in a private chat for journalists, and from there it leaked onto the Internet.
On October 27, at a meeting with members of the regional government, Fedorishchev promised them to be polite to his subordinates for another ten days. It was noted that the meeting considered the appeals of residents of the Samara region. So, a local resident from Tolyatti told the governor about the protracted repair of the roof leaking in the house, to which the deputy head of the Regional State Housing Inspectorate, Georgy Stepanyan, replied that this was not within the authority of his organization.
