The European Union has called on the United States to comply with its international obligations regarding nuclear nonproliferation following the announcement of the resumption of nuclear testing. This was stated on October 30 at a briefing in Brussels by the representative of the European Commission (EC) Anna-Kaisa Itkonen.

"As for the United States, we have seen the announcement. We call on all parties to the Comprehensive Nuclear-Test-Ban Treaty. — Ed.) comply with their international obligations and commitments, in particular the non-Proliferation Treaty. We are appealing to both Russia and the United States," she said.

Earlier in the day, Kremlin spokesman Dmitry Peskov said that if any country departs from the moratorium on nuclear weapons, the Russian side will act accordingly. Peskov also commented on recent statements by US President Donald Trump that other countries are testing nuclear weapons, noting that if it concerns the test of the Burevestnik missile, then this is not a nuclear test.

On October 29, Trump posted a statement on his Truth Social network, where he said that he had instructed the Pentagon to begin testing nuclear weapons "on an equal basis." According to the president, the process should begin "immediately." At the same time, earlier that day, Trump refused to answer a question from reporters about the reasons for the start of weapons testing.
