Priority in the modernization plans announced by the Ministry of Construction is given to facilities with a high level of wear and tear — more than 70% — and an increased accident rate," housing and communal services expert Andrey Zhbanchikov told Izvestia, commenting on proposals under the federal project "Modernization of communal infrastructure", prepared pursuant to Decree of the President of Russia Vladimir Putin No. 309 "On National Development Goals Of the Russian Federation until 2030 and for the future until 2036."

In his opinion, the implementation of these measures should bring the housing and communal services sector to a new level by 2030. The changes are designed to accelerate the renewal of utility networks and ensure the stability of key systems.

"We expect a slight increase in tariffs for heat, water supply and sanitation. However, the basic principles of financing and investment policy remain the same, as most utilities are natural monopolies," Zhbanchikov said.

He added that the lack of a full-fledged co-financing mechanism is explained by the general trend of lawmaking.

"The law always lags behind the public demand. This novel has long been expected by market participants and has been repeatedly discussed at various venues," the expert said.

According to Zhbanchikov, the completion of the modernization of the municipal infrastructure by 2030 will require investments in the amount of at least 4.5 trillion rubles.
