It will not work to hide: the government is preparing measures against capital repairs in a "black" way
From March next year, the State Housing Inspectorate (GJI) will begin monitoring the reliability of information on capital repairs in the Russian Federation in the state information system of housing and communal services (GIS housing and communal services). The GJI will have the authority to check contractors, developers, and organizations that conclude major repair contracts for the accuracy of the information provided. The inspectors will also check the developers and firms with which the owners sign contracts for the renovation of houses. The draft amendments to the Housing Code, put forward by the Government, are currently being publicly discussed. But experts are already divided in their assessments, from positive forecasts on transparency to concerns about the growth of bureaucracy and the cost of work. New housing fund accounting format
The Ministry of Construction explained to Izvestia that the main purpose of the changes is to create a unified and reliable system for collecting data on housing stock: technical characteristics, condition, dates of repairs and survey results. In accordance with the new procedure, information will be posted in electronic passports of houses in GIS housing and communal services, which will allow owners and management companies to promptly receive information about the condition of buildings and repair plans.
— Posting information in the GIS of housing and communal services can be important both for residents and for those who plan to buy a home, because the passport of an apartment building (MCD) will contain all the necessary information, — the Ministry of Construction notes.
According to the press service of the department, the placement of information about housing facilities in the GIS housing and communal services will allow owners and tenants of residential premises in the MCD, managers and resource supply organizations to receive up-to-date information about the condition of the facility. This may be important both for those who live in the relevant house and for those who plan to purchase a living space, since the MCD passport will contain all the information, starting with the dates of major repairs and inspections and ending with the decision to declare the house an emergency.
Currently, there is very little real data on residential real estate and their technical condition in public authorities and they are far from reliable, said Roman Lyabikhov, first Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services. Full-fledged and objective information is needed for the adoption of state regulatory mechanisms in the field of MCD maintenance, he notes.
— If the contractor writes that a new facade has been completed, but the residents do not see it, they can complain — the inspectors will check the work and documents. For false information, the fine will range from 5,000 to 10,000 rubles, with repeated violations — up to 20,000 rubles. Ignoring the demands will also entail sanctions," the deputy said.
In recent years, the largest number of major repairs has been recorded in the Central, Volga and Siberian districts. In Russia, 13 regions remain in the "red zone" for the implementation of the housing overhaul program, the head of the Ministry of Construction, Irek Fayzullin, reported earlier.
An inside look
Dmitry Churkin, General Director of the Management Company in the Sokolinaya Gora microdistrict (Moscow), notes that the GJI inspectors will check the placement, completeness and accuracy of information in the GIS of housing and communal services, as well as compliance with the procedure for its entry into the system.
"Electronic passports of apartment buildings are already being accumulated in GIS housing and communal services in order to start tracking their condition from March 1, 2026," says Dmitry Churkin. — However, today, unfortunately, there is no complete and reliable data on how many MKDS there are in the country, and most importantly, in what condition they are and what repairs they need.
Whether this measure will improve the quality of repair work and ensure transparency of the processes within the framework of major repairs is still questionable, given the available data, the representative of the Moscow Criminal Code notes. After all, the contractor for major repairs, as before, is selected and recommended by the Capital Repair Fund (FCR).
— However, it is possible that the owners will have more questions to the management companies regarding the reliability and objectivity of filling out the MCD data sheets, — says Dmitry Churkin. — After all, the reliability of information in the system will depend on the work of employees of the Criminal Code, homeowners' associations and contractors directly carrying out repair work. However, these organizations may not have access to all information about the MCD, for example, the condition inside the contour of apartments.
At the same time, according to experts, the responsibility for the accuracy of the submitted data has not yet been settled. The risks are increasing that in this way the owners' questions about repairs will be switched from the FKR, which should provide the entire cycle of major repairs, to local management companies, the source told Izvestia.
The market expects discipline
The All-Russian Industrial Association of Life Support Employers (OOR ZhKK) indicates that high-quality accounting of common property objects will allow for better management planning of apartment buildings. However, according to the industry association, these innovations will not replace construction control when creating residential real estate.
— Control over the reliability of data directly increases transparency, because GIS housing and communal services is a public resource. Residents will be able to compare the volume and timing of work, and regulatory authorities will be able to more accurately assess the fulfillment of obligations," said Anton Moroz, Vice President of Nostroi.
At the same time, he notes that it will become necessary for owners to study more closely the certificates of completed works and reports of contractors. Temporary difficulties are also possible in case of discrepancies between the actual data and information in the GIS of housing and communal services, as it will take time and resources to correct them, he said.
Some experts believe that the effect will be more accounting than practical.
— The State Housing Inspectorate already controls management companies and HOAs, but it has not brought radical changes. This is a tool for adjusting the country's construction policy," says URBAN founder Olga Khasanova.
The information itself does not improve the repair, but it allows you to identify systemic violations and form a rating of contractors. So over time, the market will displace unscrupulous performers, says Tatiana Vepretskaya, director of the SRO ANP National Housing Congress, clarifying that owners do not directly conclude contracts with contractors for capital repairs and the risks fall on the owners of special accounts and regional funds.
Reform potential and weaknesses
Sergey Chuzhakov, Vice President of the Floors company, considers the step to be the right one, but warns that the increased burden on inspection and an ill-conceived system of sanctions may reduce the effect.
— The advantages are transparency and the ability for residents to see repairs in real time. The disadvantages are an increase in the cost of work due to the contractor's consideration of risks and the possibility of violating the HOA law when organizing repairs on their own," he says.
Andrey Zhbanchikov, Chairman of the Public Council at the Saratov Region Housing Association, focuses on the fact that the new requirements for the first time impose the obligation to place electronic passports on developers and contractors immediately after the house is commissioned or the acceptance certificate is signed.
Additionally, the passports will include information about the premises and parking spaces, and the responsibility for non-posting information will range from 3 thousand to 20 thousand rubles.
— It is optimal for the owners themselves to do the repairs, but they often lack the expertise. Data disclosure control can be a significant step forward, as it will help curb abuse and corruption," says Anatoly Golov, co—chairman of the Consumer Union of the Russian Federation.— Initially, it will be controlled not so much the reliability as the very availability of data.
The state needs to fill the system with information for effective management, and this will not work without penalties," says Alexey Gorulev from the Association of Housing and Communal Services, predicting that payments to contractors who do not enter data into the GIS of housing and communal services will be limited.
Transparency against Chaos
In recent years, the renovation market has been suffering from a gap between reporting and the actual condition of homes.
— The new procedure changes the situation: the contractor will be responsible for incomplete or false information not only to the customer, but also to supervision. This will improve the quality of repairs and make it more difficult to conceal violations," said Alexey Lukyanchikov, founder of the Element engineering company and founding member of the Notech Association.
He warns that document management restructuring will inevitably increase administrative costs, and at the start the main problem will be the human factor: errors, delays and discrepancies.
The expert emphasizes that without training, methodological recommendations and technical support, the reform can provoke an increase in conflicts due to formal inconsistencies. But if the process is clear and convenient, it will really strengthen trust and discipline in the market, he says.
Alexey Lukyanchikov notes that, in addition, the innovation should improve the quality of major repairs in the long term. The more transparent the process, the more difficult it is to hide technology violations, unjustified cost overestimation, or volume discrepancies.
But at the same time, there are risks, he clarifies. For contractors and management companies, it will be necessary to restructure the workflow, arrange timely uploading of data to the registry, and teach employees how to file reports correctly. This will inevitably entail additional administrative costs, especially for small market participants, he concluded.
