One of the priorities of the draft federal budget for 2026-2028 is to support the families of participants in the special military operation (SVO). This was announced on October 22 by Boris Kovalchuk, Chairman of the Accounts Chamber of the Russian Federation.
"The distinctive features of the draft law are the financing of new national projects and changes in the tax burden. Among the priorities are social development, financial support for the defense and security needs of our country, support for the families of participants in a special military operation, and, of course, achieving national goals and priorities until 2030," he said at a meeting of the State Duma.
Kovalchuk also cited forecasts for the growth of the Russian economy. According to him, it will slow down to 1% in 2025 and to 1.3% in 2026. However, later, the country's gross domestic product (GDP) will grow by 2.8% and 2.5% in 2027 and 2028, mainly due to domestic demand. In addition, as the head of the Accounting Chamber pointed out, retail trade turnover will increase by 8.8% in three years. At the same time, the dynamics of investments in fixed assets will slow down — growth in three years will amount to 6.7%.
"The key risks to the implementation of this forecast are the continued tight monetary conditions and the underlying slowdown in global economic growth," Kovalchuk stressed.
In addition, the head of the Accounting Chamber predicted that the price of Urals crude oil will recover to $65 per barrel by 2028.
On September 29, the Ministry of Finance of the Russian Federation proposed in a new draft law to introduce benefits related to transport and land taxes for large families, members of their families and their family members.
