What will be the salaries of military personnel in 2025

Starting from October 1, 2025, salaries of military personnel and employees of a number of federal executive authorities will increase by 7.6% instead of the previously planned 4.5%. The Cabinet of Ministers approved the increase, the resolution is posted on the portal for the publication of legal acts.

"In the first paragraph of paragraph one of the decree of the Government of the Russian Federation dated April 9, 2025 No. 464 "On increasing the salaries of military personnel and employees of certain federal executive authorities", replace the figures "1,045" with the figures "1,076"," the document says.

Earlier, in April, the government issued a decree on a 4.5% increase in military salaries. However, in July, the Ministry of Defense proposed to increase salaries by 7.6%, according to a draft document posted on the federal portal of draft regulatory legal acts.

The indexation of salaries of such employees is included in the federal budget for 2025 and the planned 2026 and 2027 years, the Cabinet of Ministers previously reported. A total of 30.8 billion rubles are planned to be allocated for this.

Salaries will increase for the following categories of citizens:

— military personnel under contract;

— conscripted military personnel;

— employees in the troops of the Russian Guard;

— employees of the Ministry of Internal Affairs;

— FSIN officers;

— employees of bodies and institutions of the penal system;

— employees of the Federal Fire Service of the State Fire Service;

— customs officers;

— heads of the State Courier Service.

According to the decree, salaries will be rounded up to a whole ruble in the direction of increase.

Indexing military salaries

According to Part 9 of Article 2 of the Federal Law "On monetary allowances for military personnel and the provision of separate payments to them," salaries for military positions and salaries for military ranks increase annually, taking into account the inflation rate. However, this clause has been suspended in some years. The last time was in 2024. Then the State Duma passed a law according to which salaries were not indexed until January 1, 2025.

In 2023, the salary of military personnel increased by 10.5% — at the rate of inflation. This was the biggest salary increase since 2018. In the period from 2018 to 2022, the indexation was up to 4% per year.

Indexation of military pensions

In addition, an increase in payments awaits military retirees. It will affect not only employees of the Ministry of Defense, but also representatives of other law enforcement agencies: the Ministry of Internal Affairs, the FSB, the FSIN and a number of other government agencies. The magnification will be done automatically.

The day before, the head of the State Duma Committee on Labor, Yaroslav Nilov, recalled that military pensions have their own indexation format — twice a year: at the beginning of the year and on October 1.

Measures to support the military in 2025

Military personnel and their families are entitled to certain benefits, including, for example, mortgages, housing and land.

According to the Federal Law "On the accumulative Mortgage housing system for military personnel," the state helps military personnel save up for the first mortgage payment and pays for the body of the loan. The maximum term and amount of the loan depend on the year of the serviceman's retirement. If the borrower quits, he must pay off the loan himself.

In 2026, a preferential mortgage program at 2% may be launched for its participants. In May of this year, Russian President Vladimir Putin ordered the creation of a separate program for such categories of citizens.

In addition, credit holidays are available for military personnel and participants in the special operation. The President of the Russian Federation extended their validity period for the participants of the CBR and their families until the end of 2025.

The participants of the CBO can also receive housing from the state if it is recognized that they need to improve their living conditions. For example, if a person does not have their own house, the apartment is in disrepair, its area does not meet the standards, or one of the apartment's residents has a chronic illness that makes it difficult to live together.

Participants in the special operation may also be given a subsidy for housing.
