The State Duma adopted in the second reading a bill on year-round conscription
The State Duma adopted in the second reading a draft law on conscription for military service during the calendar year — from January 1 to December 31. The relevant document was published on the website of the legislative support system on October 21.
According to the initiative, medical examinations, professional psychological selection and draft board meetings will be held year-round. However, citizens will still be sent to their places of service twice a year - from April 1 to July 15 and from October 1 to December 31.
In addition, the document has been amended by the second reading. The maximum time limit for electronic summons is no more than 30 days from the date of its posting in the register. Draft commissions will also be able to make decisions on postponement or release from service without the conscript's personal presence, and military enlistment offices will be able to issue extracts from the military registration register, including in electronic form.
If the law is signed by the President of the Russian Federation, the innovations concerning the year-round draft will enter into force on January 1, 2026.
The relevant bill was submitted to the State Duma on July 22. In the autumn, on September 24, the deputies adopted it in the first reading.
Meanwhile, on August 29, the Russian government approved changes to the conscription regulations. Thus, the decision will be subject to execution within a year from the date of its issuance.
