The autumn draft campaign in Russia in 2025 will be held on a standard schedule: from October 1 to December 31, 2025. Men between the ages of 18 and 30 are subject to conscription. About how it will be conducted, and for whom the postponement is due, see the Izvestia article.

When does the autumn draft 2025 begin and end

According to the published information of the Ministry of Defense, the autumn draft will last from October 1 to December 31, 2025. In rural areas, it will be held from October 15 to December 31, and in the Far North — from November 1 to December 31. The term of military conscription is 1 year.

The exact number of people who are planned to be drafted in the fall is still unknown, it will be determined in the presidential decree later, but before the start of the draft campaign. It should be noted that in the spring of 2025, Russian President Vladimir Putin ordered 160,000 people to be conscripted into military service.

The Ministry of Defense's hotline for conscripts will traditionally start working on October 4, and calls are accepted on Tuesdays and Thursdays from 10 a.m. to 12 p.m. You will be able to get answers to all your questions in Moscow by phone. +7(495) 498-96-96, +7(495) 498-96-97, +7(495) 498-96-98, contacts in other regions are available on the website of the Ministry of Defense.

Categories of conscripts

According to the federal law "On Military Duty and Military Service," male citizens between the ages of 18 and 30 who do not have legal grounds for release or postponement are subject to conscription, that is, those who are not in reserve: those who are required to be on military registration, those who are not, but are required to be.

This rule became effective on January 1, 2024, after amendments to the legislation that increased the upper age limit for conscripts from the previous 27 years. Raising the age has become part of comprehensive measures aimed at strengthening the country's defense capability and expanding the personnel reserve of the Armed Forces.

Citizens who are in reserve, who have been deferred, who have been released from military duty and who are not subject to conscription are not called up for military service. Deferrals are reserved for certain categories of citizens.

Men can receive a deferral from conscription if they: constantly take care of relatives, are guardians or guardians of minor brothers and sisters, are temporarily declared unfit for service for health reasons for up to one year, raise a child without a mother, have two or more children, raise a disabled child for up to three years, have a child, and the wife is at least 22 weeks pregnant.

The postponement also applies to those men who joined law enforcement agencies or the Russian Guard troops immediately after graduation with higher education and special ranks, were elected deputies or heads of municipalities or registered as candidates for elections, work in accredited IT companies in a specialized specialty with sufficient work experience, study full-time in educational organizations., as well as other categories of citizens listed in Article 24 of the Law on Military Duty and Military Service.

To apply for a postponement, you must contact the military enlistment office. The decision on its granting or release is made by the draft commission.

Military Registration Register

After the launch of the Military Registration Register, information on the existence of grounds for postponement or release will be available in the personal account at Gosuslugi, where it can be checked online. The Registry is currently under development.

The registry will allow you to automatically update data on citizens registered in the military using information from government agencies, employers and educational organizations. It will also automatically register and de-register citizens, notify them of changes, registration and other actions, and provide extracts with information contained in the Registry.

Conscript's responsibility

Like the spring draft campaign, the autumn draft will be conducted using the state information system.

Conscripts will be notified of the need to appear at the military enlistment office using paper summonses, which will be sent by registered mail with notification at their place of residence or delivered in person.

In addition, electronic summonses will be sent to a citizen's personal account on the Gosuslugi portal, and residents of Moscow will be able to receive them in their personal account on the official portal of the mayor and the government of Moscow.

Since 2025, control over the execution of decisions of draft commissions has been strengthened. On July 7, a law came into force providing for fines from 10 to 20 thousand rubles for failure to provide information about a change of residence to the military enlistment office. A similar responsibility is provided for failure to appear at the military enlistment office within the prescribed period when moving to a new place of residence without confirmed registration.

Medical examination

Passing the medical commission remains a mandatory stage of conscription. According to the Ministry of Defense, after passing psychological and medical tests, a draft commission awaits the recruits, who will decide on their suitability for military service.

Conscripts are classified into fitness groups from "A" (fully fit) to "D" (not fit), while maintaining all current criteria for medical assessment.

Distribution by military units

After the medical examination has been completed, all conscripts will be sent for military service to permanent locations of formations and military units of the Armed Forces of the Russian Federation and other military formations on the territory of the Russian Federation.

At the same time, as specified in the Ministry of Defense, conscripted military personnel will not be sent to the points of deployment of units of the Armed Forces of the Russian Federation in new regions of the Russian Federation (Donetsk and Lugansk People's Republics, Kherson and Zaporizhia regions) or to participate in the tasks of a special military operation there.

Year-round draft

A bill has been submitted to the State Duma on the transition to year-round conscription.

According to the document, during the year, conscripts will undergo medical examinations, psychological selection and meetings of the draft commission, however, sending citizens to their places of service will be carried out on the traditional dates — from April to July and from October to December.

The bill may be considered in the first reading on September 24.

It is assumed that the medical commissions of military enlistment offices will be able to make decisions on the suitability of recruits all year round, and the deployment itself will maintain the current seasonal framework. The authors of the document believe that such a scheme will evenly distribute the burden on military enlistment offices and improve the quality of the selection of recruits. In addition, the bill will give conscripts more time to apply for postponements, and the Ministry of Defense will be able to increase the number of recruits if necessary.
