Putin approved the concept of Russia's migration policy for 2026-2030
On October 15, Russian President Vladimir Putin signed a decree approving the migration policy concept for 2026-2030. The document is published on the official Internet portal of legal information.
The main provisions of the concept include a decrease in the number of children of foreign citizens who do not attend school, an increase in the number of migrants who share the traditional values of Russia, as well as limiting the stay of unemployed and non-studying migrant family members. The authorities intend to take measures against the formation of ethnic enclaves and the marginalization of migrants, as well as introduce information technologies and biometrics to control migration.
"The Russian Federation will create conditions for the return from abroad of residents of Donbass and Novorossiya who left their homes during the SVO (special military operation. — Ed.," the document says.
In addition, the measures will be aimed at strengthening control over migration flows and integrating incoming foreign citizens into Russian society.
Earlier that day, Putin signed a law increasing liability for foreign agents. According to the changes, one administrative violation is now sufficient for criminal liability, and liability is also provided for persons who have previously been convicted of violating legislation on foreign agents.
