On Wednesday, February 5, Russia launched a register of controlled persons, which will include foreigners illegally staying in Russia. The innovation implies a number of bans and restrictions up to and including expulsion from the country. What can be included in the register of controlled persons for?

Since February 5, 2025, Russia has launched a register of controlled persons, which will include foreign citizens who stay in the territory of the Russian Federation illegally. Expulsion and other restrictions on rights and freedoms will be applied against violators.

According to the Ministry of Internal Affairs, a foreigner against whom the expulsion regime is applied will be included in the register of controlled persons until he or she is expelled from the country or the legal basis for his or her stay in Russia is settled.

The main points for including a foreigner in the register are:

- expiration (or annulment) of a residence permit, patent, work permit and other documents that give the opportunity to stay in Russia legally;

- transfer of a foreign citizen to Russia on readmission (the state's consent to take back its citizens, sometimes foreigners who were previously in or resided in that country and are subject to deportation from another state), if there are no grounds for their stay in the country;

- refusal to consider an application for refugee recognition, non-recognition as a refugee and other;

- termination of Russian citizenship and absence of other grounds for staying in the country;

- Illegal crossing of the border of the Russian Federation;

- entry into force of a conviction for committing a crime.

What restrictions are imposed when a person is entered in the register of controlled persons

If a person has been entered in the register of controlled persons, he is restricted in his rights, including:

- prohibited from changing their place of residence or stay without proper authorization;

- prohibited from traveling outside the constituent entity of the Russian Federation where the person is staying;

- the purchase and registration of real estate and vehicles is prohibited;

- marriage is prohibited;

- the right to drive vehicles is restricted, as well as the possibility to obtain or replace a driver's license.

According to the Ministry of Internal Affairs, foreigners entered in the register of controlled persons are obliged to arrive at the Ministry of Internal Affairs within the prescribed period specified in the order to appear. If such a citizen fails to fulfill the order more than twice or violates the restrictions, "a decision will be taken with respect to him/her on deportation and placement in a special institution of the territorial body of the Ministry of Internal Affairs of Russia."

Provision of services to citizens entered in the register of controlled persons will also be an administrative violation.

"The size of the fine will amount to 2-5 thousand rubles for citizens, from 35 to 50 thousand rubles for officials, and from 400 to 500 thousand rubles for companies," the official Telegram channel of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation (GUVM of the Ministry of Internal Affairs of Russia) said.

How to check a person in the register of controlled persons

Since February 5, 2025, every Russian can check whether a certain person is in the register of controlled persons. It is especially important to do this for legal entities that provide workplaces.

To do this on the website of the Ministry of Internal Affairs, you need to enter data about the citizen and his identity document. After filling out the form, a message will appear about the presence or absence of a person in the register. Information is updated every four hours. You can also check the data on the portal "Gosuslugi".

Other innovations in the migration sphere

In addition to the register from February 5, administrative responsibility for violation of the rules of entry or exit from Russia is also introduced. It will affect not only foreign citizens, but also Russians. For citizens it will amount to Br2-5 thousand, for officials - from 30 to 50 thousand, and for legal entities - from 400 to 800 thousand rubles.

In addition, from February 5, the police will be authorized to make decisions on administrative expulsion of foreign citizens from the country.
