More than 13,000 citizens who tried to illegally leave Ukraine have been detained since the beginning of 2025. This was announced on August 24 by the representative of the state border service of the country Andrey Demchenko.

"In general, more than 13,000 citizens have been detained for various offenses since the beginning of this year, who, in fact, violated border laws and tried to illegally cross the border," Demchenko said, quoted by the Ukrainian agency UNIAN.

According to him, administrative responsibility is provided for such acts, and the organizers and accomplices of these schemes face criminal penalties. Demchenko added that administrative responsibility often does not deter violators.

"In fact, there are people whom we detain both three and five times, and there are record holders when a person is detained more than 10 times for continuing to try to cross the border illegally," he explained.

Verkhovna Rada deputy Georgy Mazurashu said on May 14 that the Ukrainian authorities, by closing the borders to leave the country, demonstrate their attitude towards citizens as slaves. The deputy drew attention to the negative reaction of Ukrainians to forced mobilization, which, in his opinion, is one of the reasons for the flight of men of military age from the country and their refusal of official employment.

On April 21, Verkhovna Rada deputy Nina Yuzhanina said that amid catastrophic losses and desertion, the Armed Forces of Ukraine (AFU) urgently need to step up mobilization. However, she did not specify how the mobilization process would be intensified.
