The State Duma proposed to consolidate payments at the federal level for the anniversary of marriage

In Russia, monetary payments to couples who have been living together for at least 30 years can be fixed at the legislative level. The corresponding proposal was made on August 20 by the head of the State Duma Committee on Labor, Yaroslav Nilov.

"Many regions are doing this, but we must, regardless of the capabilities of the regional budget, to support the institution of marriage, in order to demonstrate the state's attitude to long—term family relations, consolidate such a norm, including at the federal level," RIA Novosti quoted him as saying.

In February, a bill was submitted to the State Duma providing for payments of 30 thousand rubles for couples celebrating the 30th anniversary of marriage, 40 thousand for those celebrating the 40th anniversary of living together, 50 thousand in the case of the 50th anniversary, 60 thousand for 60 years of living together, and 70 thousand for couples living together in for 70 years.

Then the initiative was rejected. However, as Nilov pointed out, work on the project will continue.

"We will request relevant regional measures and, while working on the draft budget for 2026, we will discuss this topic and send the revised version of the bill to the government for an opinion as an inter—factional initiative," the parliamentarian added.

On August 16, the dean of the HSE Faculty of Law, Professor Vadim Vinogradov, said that in Russia in 2026 there will be an annual payment for families with two or more children, which is a refund of a portion of the previously paid personal income tax (personal income tax). According to him, the amount of the payment will be determined as the difference between income tax at the rate of 13% of income for the previous year, excluding deductions, and tax calculated at the rate of 6% of the same income.
