Brazil has requested consultations with the United States within the framework of the dispute settlement system of the World Trade Organization (WTO), as the United States is violating its obligations. This was announced on August 6 by the Brazilian Foreign Ministry on its website.
"The request calls into question the tariff measures <...> of April 2, 2025 and <...> of July 30, 2025. Taken together, these measures could lead to tariffs of up to 50% on a wide range of Brazilian goods," the Brazilian Foreign Ministry said in a statement.
The ministry stressed that the introduction of such measures by the United States is a gross violation of the central obligations assumed by this country in the WTO. Among the obligations listed are the principle of the most favored nation and tariff ceilings agreed within the framework of this organization.
In addition, the Brazilian Foreign Ministry said that the bilateral consultations, designed to enable the parties to find a negotiated solution to the dispute before setting up an expert group, are the first official step in the WTO dispute settlement system.
"The Brazilian Government reiterates its readiness for negotiations... The date and venue of the consultations should be agreed between the two sides in the coming weeks," the ministry concluded.
On July 31, US President Donald Trump signed a decree imposing additional tariffs of 50% on a number of imported goods containing copper. They affected semi-finished copper products, as well as derivative products with a high copper content. The national security interests are cited as the basis for such a decision.
In addition, on August 4, Brazil rejected the demands of the US president to stop buying Russian oil. Celso Amorim, Special Adviser to the Brazilian president, said Brazil opposes economic sanctions under any circumstances unless they are authorized by the UN Security Council.
