The Palestinian Hamas movement is open to negotiations on a comprehensive agreement on Gaza that will end the conflict in the Palestinian enclave and free all hostages. This was reported on August 4 by The National newspaper, citing sources.
"The plan for a comprehensive deal is being discussed between Israel and the United States on the one hand, and the United States and intermediaries from Qatar and Egypt on the other. Contacts are conducted both remotely and in the form of face—to-face meetings in Cairo and Doha," the article says.
The content of the discussions was not disclosed. However, the newspaper clarified that they would be completed during a potential 60-day truce in the Palestinian-Israeli conflict.
Sources told The National that Hamas considers finding a comprehensive agreement to be the key to negotiations on its long-standing demands for the withdrawal of Israeli troops from Gaza and a long-term end to the war.
"Hamas hopes that the discussions will touch on the post—war future of Gaza and its plans to ensure its survival by becoming a political force after a gradual, internationally controlled process in which it will lay down and store its weapons," writes The National.
According to the newspaper, Hamas also hopes that a long-term cease-fire will allow it to rescue dozens of fighters trapped inside a complex network of underground tunnels in Gaza and ensure the safety of its leaders, who will leave Gaza with their families.
However, Israel shows no signs that it has abandoned its military and security plans in Gaza, The National's sources say.
"Israel's grand plan remains to create conditions on the ground that will leave the Palestinians with no choice but to seek a decent and secure life elsewhere. <...> Forced evictions also remain on the agenda," the newspaper concluded.
On August 3, Hamas did not agree to lay down its arms until a sovereign State of Palestine was established. Israel, for its part, considers the disarmament of Hamas representatives to be a key condition for concluding any kind of ceasefire agreements.
