Trump signed a decree on new duties for more than 60 countries and the EU
US President Donald Trump has imposed additional duties on imported goods from the European Union and more than 60 foreign countries. The corresponding decree was published on July 31 on the White House website.
"I have found that the conditions reflected in the large and persistent annual trade deficit in U.S. goods pose an unusual and extraordinary threat to the national security and economy of the United States," Trump wrote in an explanatory note.
It is noted that for goods from the EU with the current rate below 15%, the duty will be increased to this level, and if the specified threshold is exceeded, no additional rate will be introduced.
The highest new duties were imposed on goods from Laos, Myanmar (40% each) and Syria (41%). Goods from countries not mentioned in the decree that have concluded agreements with the United States are subject to a duty of 10%.
The decree emphasizes that such measures are being taken to eliminate an unbalanced tariff policy, which, according to the American administration, infringes on the interests of exports and domestic production in the United States. The document separately stipulates provisions on the suppression of circumvention schemes and transshipment of goods to evade duties.
In addition, the document provides for changes to the United States Harmonized Tariff Plan (HTSUS), the suspension of old product lines and the introduction of new ones specific to infringing countries. The Minister of Trade, the Trade Representative and other authorized persons are responsible for monitoring the situation and preparing proposals for further actions.
A separate paragraph states that the measures do not apply to the regulation of trade relations with China. In conclusion, Trump instructed all federal agencies to ensure compliance with the provisions of the decree and warned of responsibility for attempts to evade the new tariffs.
In addition, by a separate decree, the president increased duties on Canadian goods from 25% to 35%, noting the lack of assistance from Ottawa in combating the smuggling of fentanyl into the United States.
The day before, Trump signed a decree imposing additional tariffs of 50% on a number of imported goods containing copper. At the same time, the administration noted that the tariffs would not apply to copper scrap, as well as materials, including ores, concentrates, cathodes, anodes and matte. These product categories will retain the same customs regime.
