The State Duma recalled the laws coming into force on August 1.

Laws on countering fraudsters, protecting historical memory and additional support for participants in a special military operation (SVO) will come into force on August 1. Chairman of the State Duma Vyacheslav Volodin told about this on July 31.

"Banks will open accounts for teenagers only with the consent of their parents. Minors often become victims of fraud, as a result of which their bank cards are used to cash out stolen funds. Under the supervision of parents, such situations can be avoided," he wrote on his Telegram channel.

Starting from August 1, it will also be possible to cancel SMS mailings by writing a statement to the telecom operator. Such measures will help protect citizens from telephone and Internet fraud, and combat spam.

In addition, criminal liability will be introduced for the desecration of military graves and other objects that perpetuate the memory of those who died defending Russia and its interests. We are talking about memorials located both on the territory of the Russian Federation and abroad. Desecration of military graves can result in up to five years in prison.

As noted by "Gazeta.Ru", from August 1, the validity period of the Unified State Exam for military personnel participating in a special military operation will also be extended. It is specified that since July 23, they and their relatives have been exempt from paying state fees when applying to the court to establish legally significant facts.

Earlier, on July 25, the Federation Council approved a bill on cybersecurity and countering extremism, which provides for fines for intentionally searching for materials prohibited in the Russian Federation and advertising VPN services. 164 people supported the adoption of this initiative, one abstained. According to the draft, a fine of up to 5,000 rubles may be imposed for intentionally searching for extremist materials, and up to 80,000 rubles for citizens and 500,000 rubles for legal entities for advertising VPN services.
