Several important laws that will affect the lives of Russians will come into force in August. Recalculation of pensions
Starting from August 1, 2025, the SFR will recalculate insurance pensions for working pensioners. An undeclared increase should be expected for those who worked last year and for whom employers transferred contributions. It will only affect the insurance part. The amount of indexing will be individual and depends on the amount of earnings and pension coefficients, a maximum of three can be obtained. This means that in 2025 the increase will not exceed 437 rubles.
Also, fixed payments in the amount of 17,815 rubles will be paid to pensioners who turned 80 in July. In addition, those who received the first disability group last month can count on an additional payment — the amount of support will amount to 8,908 rubles.
For citizens over the age of 80 and people with disabilities of the first group, the care allowance will amount to 1,314 rubles for an insurance pension and 1,377 rubles for a state pension. They will be indexed annually.
In addition, on August 1, pensions for members of flight crews of civil aviation aircraft and employees of the coal industry will traditionally be recalculated.
Surcharges for the poor
Starting from the last summer month, low-income families with children will be able to receive an increased single benefit if the payment extension is scheduled for August. The increase will occur if the financial situation of the parents has worsened over the year.

Starting from August 1, Russians will be able to issue a ban on receiving spam and other unwanted SMS messages. It will be possible to do this within the framework of Federal Law No. 41-FZ dated 04/01/2025. To do this, you need to log into your personal account on the website or in the mobile operator's application and select the appropriate option. Teen accounts
Vladimir Putin signed federal law No. 178-FZ of June 24, 2025, which, among other things, restricts the ability of teenagers to open bank accounts. Minors between the ages of 14 and 18 will now need to provide written consent from their parents or other legal representatives.
However, teenagers will still be able to open accounts themselves in some cases, for example, if the child has acquired full legal capacity by marrying or undergoing emancipation (meaning the full legal capacity of a young person is carried out with the participation of guardianship authorities or in court. — Izvestia).
Previously, minors could independently sign contracts to open accounts from the age of 14, but fraudsters often used them for their own purposes. It is assumed that the new law will reduce the risk of such situations.

From August 1, drivers will be able to receive CTP payments faster, as insurance companies will be required to accept electronic applications and will not be able to delay time.
Previously, such organizations could wait for a paper document to begin the payment procedure, the new rules will oblige insurance companies to respond within a certain period of time.

Starting from August 1, any person or legal entity will be able to create a company where they will be the sole participant or shareholder. The relevant amendments to the Civil Code of the Russian Federation were signed by President Vladimir Putin. In addition, from the beginning of the month, it will not be necessary to certify the decisions of the sole shareholder on the issues of the general meeting, unless otherwise provided by the charter of the organization.
Such a procedure was prohibited by law in 1995 in order to prevent possible tax evasion and debt evasion through the creation of complex company chains.

On August 20, an updated list of transactions will begin operating in accordance with Federal Law No. 115-FZ "On Countering the Legalization (Laundering) of Proceeds from Crime and the Financing of Terrorism." The list will exclude cases when an individual deposits cash of 1 million rubles or more into the authorized capital or receives it by a bearer check if the check was issued by a non-resident; as well as the receipt of funds to a special account for state defense orders.

Federal Law No. 236-FZ of 07/23/2025, which begins to take effect on August 3, clarifies the general article of the Administrative Code of the Russian Federation on punishing those who interfere with or evade lawful inspections.
The document extends the scope of penalties to all types of control and supervisory measures and includes actions carried out within the framework of any state and municipal control, as well as other oversight functions assigned to officials by regulations of the president, government or federal laws, including special regimes.
Patent registration
Federal Law No. 235-FZ of 07/23/2025 decides that from August 3, it will be possible to apply for a patent within one year from the date of disclosure of information about the invention — previously this period was six months, otherwise the invention would lose its novelty.
In particular, the changes will affect cases when the author spoke about the invention at an exhibition or publicly described its functions in the media.
