The Russian Foreign Ministry summoned Norway's Charge d'affaires in the Russian Federation, Ragnhild Johansen, and the diplomat was handed a protest note due to restrictions imposed in July on fishing vessels of the Russian companies Norebo and Murman Seafood. This was announced on July 29 in a statement from the Russian Ministry.

The ministry called the Norwegian side's measures illegal, since these vessels are fishing in the exclusive economic zone of Norway in accordance with the bilateral intergovernmental agreement on mutual relations in the field of fisheries of 1976.

"The Norwegian side was told that the unfriendly measures are a gross violation of bilateral agreements in the field of fisheries, undermining the long—standing effective system of management and regulation of fishing for joint fish stocks in the Barents and Norwegian Seas," the Russian Foreign Ministry said on its website.

Smolenskaya Square stressed that Oslo's irresponsible actions threaten the collapse of the entire complex of bilateral relations in the field of fisheries, will have negative consequences for their participants, and will also jeopardize the further rational exploitation of marine biological resources in the North Atlantic.

Russian diplomats pointed out the need for Norway to faithfully fulfill its obligations under the agreement with Russia and abandon steps that restrict the legitimate operation of fishing vessels.

"If Oslo is not ready to return to fulfilling the conditions prescribed by the 1976 agreement, the Russian side will take the necessary measures to protect the interests of domestic fisheries," they concluded.

On July 8, the Norwegian government announced the imminent imposition of sanctions against the Russian companies Norebo and Murman Seafood. Both companies were previously included in the sanctions lists of the European Union (EU). The publication clarified that the companies Norebo and Murman Seafood are allegedly involved in "surveillance and reconnaissance" activities regarding "underwater infrastructure in the offshore areas of Norway and allied countries."
