The organizers of the terrorist attack at the Crocus City Hall, A.I. Bekov and A.M. Hikmatov, acted in the interests of the top political leadership of Ukraine. The case file attests to this on July 25.

According to the investigation, in addition to identifying the terrorists, it was discovered that Bekov and Hikmatov acted with the aim of destabilizing the situation in Russia.

"Since June 1, 2023, they have been training members of the terrorist group to commit terrorist attacks in Moscow and Kaspiysk, <...> involved followers of the terrorist ideology in criminal activities who swore allegiance to the Vilayat Khorasan organization banned in the Russian Federation. Bekov A.I., Hikmatov A.M., unidentified organizers under the pseudonyms Sayfullo, Ahi, <...> acting in the interests of the top political leadership of Ukraine, identified the object of criminal encroachment for financial reward," the TASS news agency quotes excerpts of the case file.

The agency stressed that the terrorist organization consisted of several structural cells subordinate to Ukraine and committing crimes of varying severity.

In March, Alexander Bastrykin, chairman of the Investigative Committee of Russia, announced the completion of investigative actions in the criminal case of the terrorist attack in Crocus in less than a year. On June 23, the official representative of the Investigative Committee of the Russian Federation, Svetlana Petrenko, announced that the investigation into the terrorist attack had been completed.

On July 8, the indictment in the case of the terrorist attack in Crocus was submitted to the 2nd Western District Military Court for consideration.
