The Deputy Minister of Foreign Affairs of Ukraine and a member of the Ukrainian delegation to the upcoming talks in Istanbul, Sergey Kislitsa, highly appreciated the Russians' ability to negotiate. This was reported on July 23 by the newspaper Liberation.
"He [Kislitsa] notes the "competence" and "skill" of Russians in the field of preparation and holding meetings. Nothing is left to chance: the roles and scenarios are carefully worked out," the article says.
On the same day, Izvestia correspondent Anton Zolotnitsky reported that journalists had begun gathering at the Chiragan Palace in Istanbul, where Russian-Ukrainian talks were expected to take place. According to him, the final preparations are currently being completed.
Kremlin spokesman Dmitry Peskov said that the Russian delegation went to Istanbul to participate in the third round of negotiations with Ukraine. According to Peskov, the meeting will discuss draft memoranda that the parties exchanged at the previous round.
